MINUTES

These Minutes were Ratified and Affirmed at the August 28, 2023, Meeting

1. Call to Order
   1. Madam Chair, Rachael Eubanks called the meeting to order at 1:20 p.m.
   2. The meeting was informed that Madam Chair, Rachael Eubanks, for the Detroit Financial Review Commission has designated, Kevin A. Smith, Deputy State Treasurer, State and local finance as chairperson for the FRC’s monthly meetings effective February 27, 2023.
   3. In addition, in accordance with Public Act 181 of 2014, the Michigan Financial Review Commission Act (the "Act"), MCL 141.1631-141.1643, Kevin A. Smith, Deputy State Treasurer, State and Local Finance, will serve as designee and a member of the Financial Review Commission for the City of Detroit and the Financial Review Commission for the School District of the City of Detroit and the Detroit Public Schools Community District meetings effective February 27, 2023.
   4. Pursuant to Section 5(5) of the Act, MCL 141.1635(5), in the absence of Chairperson, Rachael Eubanks from monthly commission meetings, Kevin A. Smith, Deputy Treasurer will serve as Chairperson of the Commission.
   5. Mr. Smith addressed the commission and gave a brief overview of his background.
2. Roll Call
   1. Let the record show that eight (8) Commission members eligible to vote on matters relating to DPSCD were present. A quorum was present.
3. Approval of proposed Minutes from the FRC’s December 19, 2022, School District Monthly Meeting
   1. Motion made by Commissioner Peterson-Mayberry and supported by Commissioner Nicholson to approve the draft minutes of the Commission’s December 19, 2022, School District Meeting.  The Commission unanimously approved the minutes of the December 19, 2022, meeting as presented.
4. Executive Director’s Report
   1. Patrick Dostine, Executive Director, informed the meeting that in reviewing the monthly financial reports for DPS and DPSCD, for the month ending November 30, 2022, the School District continues to pay its debt obligations, remains in compliance, and there is no reason to consider rescinding the waivers at this time.

8. Next Meeting Date
   1. School District Regular Meeting, Monday, February 27, 2023, following the City Meeting, beginning no earlier than 1:05 pm, remotely using Microsoft Teams.

   1. Motion made by Commissioner Peterson-Mayberry and supported by Commissioner Rose to adjourn. The Commission approved the motion to adjourn.
   2. There being no further business, the meeting adjourned at 1:31 p.m.
