SCHOOL DISTRICT REGULAR MEETING

MINUTES

1. Call to Order
   1.  Chairman Kevin A. Smith called the meeting to order at 1:20 p.m.
2. Roll Call
   1. Let the record show that eight (8) Commission members eligible to vote on matters relating to DPSCD were present. A quorum was present.
3. Approval of proposed Minutes from the FRC’s May 20, 2024, School District Monthly Meeting
   1. Motion made by Commissioner Rose and supported by Commissioner Walsh to approve the draft minutes of the Commission’s May 20, 2024, School District Meeting.The Commission unanimously approved the minutes of the May 20, 2024, meeting as presented.
4. Executive Director’s Report
   1. Patrick Dostine, Executive Director, informed the meeting that in reviewing the monthly financial reports for DPS and DPSCD, for the month ending April 30, 2024, the School District continues to pay its debt obligations, remains in compliance, and there is no reason to consider rescinding the waivers at this time.
   2. He also informed the meeting that on June 11, the DPSCD school board adopted a balanced FY 25 budget for DPS and DPSCD. Both have projected operating surpluses.
   3. The district will amend the budget sometime in the fall after the state adopts its budget and fall enrollment is in.
   4. In November at the FRC finance meeting for the schools the CFO will go over DPS and DPSCD’s budgets, finances, and operations, 5-year forecast, the facility master plan, etc., in detail in preparation for this commission’s consideration of the school’s fifth consecutive waiver in December. He noted that Peter McGreevy, executive director in the budget office, was participating in the meeting should the commission have questions about the budget information in the April report.

7. DPS/DPSCD Financial Report for April 30, 2024
   1. Executive director, Peter McGreevy gave a detailed overview of above-mentioned financial reports and addressed questions from the commissioners.

   1. School District Regular Meeting: Monday, July 29, 2024, following the City Meeting, beginning no earlier than 1:05 pm, remotely using Microsoft Teams.
10. Adjournment
    1. Motion made by Commissioner Berry and supported by Commissioner Rose to adjourn. The Commission approved the motion to adjourn.
    2. There being no further business, the meeting adjourned at 1:44 p.m.
