  1. Call to Order
    1. Chairman Kevin A. Smith called the meeting to order at 1:32 p.m.
  2. Roll Call

    3. Let the record show that six (6) Commission members eligible to vote on matters relating to DPSCD were present. A quorum was present.
  3. Approval of proposed Minutes from the FRC’s June 29, 2026, School District Monthly Meeting
    1. Motion made by commissioner Rose and supported by commissioner Stoudemire to approve the draft minutes of the Commission’s June 29, 2026, School District Meeting. The Commission approved the minutes of the June 29, 2026, meeting as presented.
  4. Executive Director’s Report
    1. Patrick Dostine, Executive Director, informed the meeting that in reviewing the monthly financial reports for DPS and DPSCD, for the month ending May, 2026, DPS and DPSCD remain in compliance with all statutes relative to their waver statuses.
    2. Mr. Dostine told the commission that at the July school board meeting, the board approved a 2-year agreement with the Detroit Federation of Teachers. And a 2-year agreement with the Detroit Association of Educational Office Employees.
    3. Both agreements are budgeted.
    4. Mr. Dostine said that the district is working on agreements with all the other unions, none are finalized yet. More agreements may be completed by August school board meeting.
    5. Mr. Dostine reported that starting teaching salary in the fall of 2026 is $57,400, the highest in the region. And the top (Master teacher) step by year two is $100,100.
    6. Finally, Mr. Dostine said that DPSCD will be up for its 7th waiver extension in December. In late October Chairman Smith will convene the FRC finance subcommittee and invite the CFO and his staff to present an overview of the district both financially and operationally.

    1. Senior Executive Director, Office of the Budget, Peter McGreevy gave an overview of the above-mentioned financial reports and addressed questions from the commissioners.

    1. School District Regular Meeting: Monday, August 24, 2026, following the City Meeting, beginning no earlier than 1:05 pm, remotely using Microsoft Teams.

    1. Motion made by commissioner Berry and supported by Commissioner Blaszkiewicz to adjourn. The Commission approved the motion to adjourn.
    2. There being no further business, the meeting adjourned at 1:57 p.m.
