  1. Call to Order
    1. Chairman, Kevin A. Smith called the meeting to order at 1:35 p.m.

  3. Approval of Proposed Minutes of August 24, 2026, Meeting
    1. Motion made by Commissioner Rose and supported by Commissioner Blaskiewicz to approve the draft minutes of the commission’s August 25, 2026, School District meeting. The commission approved the minutes as presented.
  4. Executive Director’s Report
    1. Patrick Dostine, Executive Director, informed the meeting that the Detroit Public Schools and the Community District remain in good standing with the financial review commission. After reviewing the financial report for the month ending July 31, 2026, both remain in compliance with all FRC resolutions and statutes relative to their waivers.
    2. Executive Director informed the meeting that on September 1, all outstanding operating obligations of the School District of the City of Detroit – DPS -- have been paid. Therefore, the State Treasurer sent a cover letter and certificate to The Bank of New York (Mellon Trust Company) certifying that all outstanding operating obligations of DPS have been repaid, as contemplated by the Master Debt Retirement Trust Indenture dated as of September 1, 2016. The certificate gave consent to the Bank of New York to notify the city of Detroit, the Wayne County Treasurer and the School District. He also stated that as of August 2026, DPS has a balance of $194.8M in the Operating Debt reserve account.

    1. Peter McGreavy from the CFO’s office gave an overview of above-mentioned financial reports and addressed questions from the commissioners.

    1. Motion made to adjourn. Motion moved and supported; the Commission approved the motion to adjourn.
    2. There being no further business, the meeting adjourned at 2:01 p.m.
