Governor Whitmer Makes Appointments to Boards and Commissions
– Governor Gretchen Whitmer today announced the following appointments to the Michigan Historical Commission, Michigan Public School Employees Retirement System Board, Michigan State Police Retirement Board, Michigan Statewide Independent Living Council, Human Trafficking Commission, and Huron-Clinton Metropolitan Authority Board of Commissioners. Michigan Historical Commission
Brian J. Egen, of Monroe, is the executive producer for The Henry Ford, chair of the Monroe County Historical Commission, and president of the Michigan Civil War Association. Mr. Egen is reappointed for a term commencing May 22, 2019 and expiring May 21, 2023.
The Michigan Historical Commission was established in 1913 and advises the director of the Michigan Department of Natural Resources on the museum, archival, and other programs of the Michigan Historical Center.
This appointment is subject to the advice and consent of the Senate.
Michigan Public School Employees Retirement System Board
Timothy A. Raymer, of Grand Rapids, is a retired assistant superintendent for finance and operations for Forest Hills Public Schools. Mr. Raymer is reappointed to represent a member who retired from a finance or operations management position and a member of the largest organization of retirees, for a term expiring March 30, 2023.
The Michigan Public School Employees' Retirement System Board is responsible for general oversight of retirement, survivor, and disability benefits to employees in public school districts, intermediate school districts, community colleges, and certain universities.
This appointment is subject to the advice and consent of the Senate.
Michigan State Police Retirement Board
Julian Darden, of Lansing, is the managing director of DCI Financial Services. Mr. Darden is appointed to succeed Bernard Kent whose term expired December 31, 2018, to represent a member of the general public with experience in the insurance, actuarial, or institutional investment field and not an employee or retiree of the Department of State Police, for a term expiring December 31, 2021.
The Michigan State Police Retirement System Board provides oversight of the Michigan State Police Retirement System.
This appointment is not subject to the advice and consent of the Senate.
Michigan Statewide Independent Living Council
Glen Ashlock, of Brooklyn, is an assistive technology and information technology manager for Region 2 Area Agency on Aging and a member of the Nonprofit Network Board of Directors. He has been inducted into the Athletes with Disabilities Hall of Fame for athletic excellence and being a positive role model to the community. Mr. Ashlock is appointed to succeed Michael Hamm whose term expired May 2, 2019, to represent individuals with disabilities for a term expiring December 31, 2022.
Yvonne Fleener, of Grand Ledge, is the executive director of Helping Hands Respite Care in East Lansing and a member of the Michigan Nonprofit Association. Ms. Fleener is appointed to succeed Robin L. Bennett whose term expired January 2, 2019, to represent organizations that provide services for individuals with disabilities for a term expiring December 31, 2022.
Charles William Harrison, Jr., of Redford, is a peer facilitator for Michigan Disability Rights Coalition, and a member of the advisory committee for Michigan Family Voices grassroots collaborative and the Many Faces of Moebius Syndrome Board. Mr. Harrison is appointed to succeed Sara E. Grivetti whose term expired January 2, 2019, to represent individuals with disabilities for a term expiring December 31, 2022.
Theresa Metzmaker, of Lansing, is the assistant executive director of Michigan Disability Rights Coalition and founder of Her Power! Her Pride! Her Voice!, a four-day event where teen girls across Michigan challenge media stereotypes and shatter myths about what it means to be a teen girl with a disability. Ms. Metzmaker is appointed to succeed Rebecca Parten whose term expired December 31, 2018, to represent advocates of, and for, individuals with disabilities for a term expiring December 31, 2021.
Patricia A. Sterling, of Sault Ste. Marie, is the Child Care Development Fund Program Coordinator for Sault Ste. Marie Tribe of Chippewa Indians Anishnaabek Community and Family Services. Ms. Sterling is appointed to succeed Lisa A. Cook-Gordon whose term expired January 2, 2019, to represent tribal communities and parents or guardians of individuals with disabilities for a term expiring December 31, 2022.
The Statewide Independent Living Council (SILC) is an independent agency created in accordance with the federal Rehabilitation Act of 1973 that requires each state to establish a SILC to be eligible for federal funding under the Act. The Council promotes a philosophy of independent living which includes the full integration and inclusion of people with disabilities into the mainstream of American society.

Human Trafficking Commission
Chad Baugh, of Canton, is the deputy director of police at the Canton Township Police Department. Chief Baugh is appointed to succeed Tom Tiderington whose term expired March 1, 2019, to represent law enforcement for a term expiring March 1, 2021.
Hassan Beydoun, of West Bloomfield, is the general counsel for the Michigan House of Representatives. Mr. Beydoun is reappointed to represent individuals submitted by the Speaker of the House of Representatives for a term expiring March 1, 2021.
Elizabeth Moon Carter, of Ferndale, is the director of social services for The Salvation Army, Eastern Michigan Division. Ms. Moon Carter is appointed to succeed Amanda Van Essen Wirth whose term expired March 1, 2019, to represent individuals submitted by the Speaker of the House of Representatives for a term expiring March 1, 2021.
Judith K. Emmons, of Sheridan, is the legislative district director for Senator Rick Outman and owner operator of Emmons Farms. She is a former State Senator for the 33rd Senate District and former State Representative for the 70th House District. Ms. Emmons is appointed to succeed Matthew Mingus whose term expired March 1, 2019, to represent individuals submitted by the Senate Majority Leader for a term expiring March 1, 2021.
Fadowa Harrel, of Farmington Hills, is a human trafficking victim advocate with Common Ground non-profit organization. She earned her Master of Social Work in Mental Health and Chemical Dependency from Eastern Michigan University. Ms. Harrel is appointed to succeed Valerie Bass whose term expired March 1, 2017, to represent survivors for a term expiring March 1, 2021.
David Leyton, of Flint, is the Genesee County Prosecutor and a member of the Prosecuting Attorneys Association of Michigan. Mr. Leyton is reappointed to represent county prosecuting attorneys for a term expiring March 1, 2021.
Deborah R. Monroe, of Madison Heights, is the chief executive officer and owner of Recovery Concepts of Michigan and a consultant providing statewide trainings for certified peer support specialists and certified recovery coaches. Ms. Monroe is reappointed to represent survivors for a term expiring Mach 1, 2021.
Shari M. Montgomery, of Eaton Rapids, is the founder and chief executive officer of The House of Promise in Lansing, a non-profit organization that helps survivors of human sex trafficking. Mrs. Montgomery is appointed to succeed Kathy Maitland whose term expired March 1, 2019, to represent individuals submitted by the Senate Majority Leader for a term expiring March 1, 2021.
Michelle M. Rick, of DeWitt, is Chief Judge Pro Tem with the 29th Circuit Court of Clinton and Gratiot Counties, an emeritus Board Member for SafeCenter, and a member of the Clinton County Community Corrections Board. Judge Rick is reappointed to represent a circuit court judge who serves in family court submitted by the Michigan Judges Association, for a term expiring March 1, 2021.
The Human Trafficking Commission is designed to identify sources for grants that will assist in examining and countering human trafficking, fund research programs to determine the extent and nature of human trafficking in this state, and provide information and training to police officers, prosecutors, court personnel, social services personnel, and other individuals.

Huron-Clinton Metropolitan Authority Board of Commissioners
Timothy J. McCarthy, of Grosse Pointe, is the retired president and COO of Soave Enterprises Transportation Group and former chairperson of the Detroit Metro Convention and Visitors Bureau. He currently serves as the elected Chairperson of the Board of Commission. Mr. McCarthy is reappointed for a term expiring May 2, 2023.
The Huron-Clinton Metropolitan Authority Board of Commissioners governs and makes policy decisions for the Authority, including approving expenditures, acquiring land, planning of new parks and facilities, approving fees and charges, awarding contracts through competitive bidding, and other matters necessary to provide regional recreation.
