Governor Whitmer Makes Appointments to Boards and Commissions

LANSING, Mich. – Governor Gretchen Whitmer today announced the following appointments to the Barrier Free Design Board, State Building Authority Board of Trustees, Collection Practices Board, Data Collection Agency Governing Board, Michigan Board of Nursing, Michigan Truck Safety Commission, and the Michigan Veterans’ Facility Authority Board of Directors. 

Barrier Free Design Board 

Frank J. Bayer, of Clinton Township, is the plan review coordinator of the city of Sterling Heights and the owner of Michicode, LLC construction code consulting and educational service. Mr. Bayer is appointed to fill a vacancy representing local government building inspectors for a term expiring October 31, 2019. 

The Barrier Free Design Board has the responsibility to receive, review, and process requests for exceptions to the barrier free design specifications, require appropriate equivalent alternatives when exceptions are granted, and receive, process, and make recommendations for barrier free design rules. 

This appointment is subject to the advice and consent of the Senate.  

State Building Authority Board of Trustees  

Mr. Ehrlich J. Crain, of Detroit, is the director of business development and diversity for Roncelli, Inc. construction company. Mr. Crain is appointed to succeed Linda Orlans, whose term expires August 21, 2019, to represent the general public for a term commencing August 22, 2019 and expiring August 21, 2023.

The State Building Authority was created to acquire, construct, furnish, equip, renovate, buildings and equipment for the use of the state, including public universities and community colleges. The Authority is authorized to issue and sell bonds and notes for acquisition and construction of facilities and state equipment.  

This appointment is subject to the advice and consent of the Senate. 

Collection Practices Board 

Lorray Brown, of Ypsilanti, is a consumer law attorney with the Michigan Poverty Law Program, co-executive director of Michigan Statewide Advocacy Services, and director of the Michigan Foreclosure Prevention Project. Ms. Brown is appointed to succeed Jeanne Roth, whose term expired June 30, 2019, to represent the general public for a term expiring June 30, 2023. 

Kirstin A. Demaio, of Whitehall, is the operations manager for Paramount Collection Service, LLC. Ms. Demaio is appointed to fill a vacancy representing professionals for a term expiring June 30, 2022. 

Michael J. Hiller, of Brighton, is the vice president of collections at American Profit Recovery collection agency. Mr. Hiller is appointed to succeed Jennifer Dietrich, whose term expired June 30, 2019, to represent professionals for a term expiring June 30, 2023. 

The Michigan Collection Practices Board was created to license and regulate collection agencies that directly or indirectly engage in soliciting a claim for collection or collect, or attempt to collect, a claim owed or due. The Board works with the Department of Licensing and Regulatory Affairs to oversee the practice of approximately 713 collection agencies and 525 collection agency managers.

Data Collection Agency Governing Board 

Emily McDonough, of Williamston, is the administrator for the Funds Administration and Self-Insured Program Division in the Michigan Department of Licensing and Regulatory Affairs. Ms. McDonough is appointed to succeed John Schrock, who resigned May 31, 2019, to represent the executive branch of state government for a term expiring December 31, 2019. 

The Data Collection Agency Governing Board is responsible for the determination of workers' compensation data requirements for establishing workers' disability compensation insurance rates. One member of the board is appointed by the Governor to represent the Executive Branch of state government. 

This appointment is subject to the advice and consent of the Senate.  

Michigan Board of Nursing 

Donna J. Carnahan, of Canton, is the capstone advisor for the nurse anesthesia doctorate program at the University of Michigan-Flint, and a staff certified registered nurse anesthetist and vice-chair of University of Michigan Professional Nurse Council for the University of Michigan Health Systems. She earned her Doctor of Nurse Anesthesia Practice and Master of Science in Anesthesiology from the University of Michigan-Flint. Dr. Carnahan is appointed to succeed Cynthia Fenske, whose term expired June 30, 2019, to represent registered professional nurse members with a master's degree from an accredited college and engaged in nursing education in a baccalaureate or higher program, for a term expiring June 30, 2023. 

Debbie Edokpolo, of Lansing, is the deputy health officer for the Ingham County Health Department. She earned her Master of Social Work from Michigan State University. Ms. Edokpolo is appointed to succeed Ron Basso, whose term expired June 30, 2019, to represent public members for a term expiring June 30, 2023. 

Baldomero “Bo” Garcia, of Okemos, is the dean of community education and workforce development at Lansing Community College. He earned his Master of Business Administration from Northwood University and Master of Public Administration from Western Michigan University. Mr. Garcia is appointed to succeed Donald Scott Richardson, who resigned earlier this year, to represent public members for a term expiring June 30, 2022. 

Jessica L. Lannon, of Haslett, is a registered nurse and contract compliance officer for Sparrow Hospital. She earned her Registered Nurse Associate in Applied Science from Lansing Community College. Ms. Lannon is appointed to succeed Kathy Bouchard-Wyant, whose term expired June 30, 2019, to represent registered professional nurses engaged in nursing practice or nursing administration without a baccalaureate degree, for a term expiring June 30, 2023.  

Nora Maloy, of Ann Arbor, is the director of programs for the Blue Cross Blue Shield of Michigan Foundation. She earned her Doctor of Public Health and Master of Health Services Administration from the University of Michigan. Dr. Maloy is appointed to succeed Patricia Harney, whose term expired June 30, 2019, to represent public members for a term expiring June 30, 2023. 

Omar N. Saleh, of Clinton Township, is a registered nurse in the Cardiac Progressive Care Unit at William Beaumont Hospital in Troy. He earned his Registered Nurse Associate in Applied Science Degree from Henry Ford College. Mr. Saleh is appointed to succeed Paula Hopper, whose term expired June 30, 2019, to represent registered professional nurses engaged in nursing practice or nursing administration without a baccalaureate degree, for a term expiring June 30, 2023. 

Elizabeth A. Horton, of Grand Blanc, is the registered nurse clinical liaison for Mary Free Bed Rehabilitation Center. She earned her Registered Nurse Associate in Applied Science from Mott Community College. Ms. Horton is reappointed to represent registered professional nurses engaged in nursing practice or nursing administration without a baccalaureate degree, for a term expiring June 30, 2023. 

Deborah Vendittelli, of Commerce Township, is a registered nurse and the associate dean of nursing for Schoolcraft College. She earned her Doctorate in Nursing Practice from Oakland University and Master of Science in Nursing from the University of Texas. Dr. Vandittelli is reappointed to represent registered professional nurse members with a master's degree from an accredited college and engaged in nursing education in less than a baccalaureate program, for a term expiring June 30, 2023. 

The Michigan Board of Nursing was created to establish qualifications for nurse licensure, to establish standards for education and approve nurse education programs, develop and implement criteria for assurance of continued competency, and take disciplinary action against licensees when the health, safety, and welfare of the public has been adversely affected.

Michigan Truck Safety Commission 

Gregory H. Causley, of Saginaw, is the owner and president of Causley Trucking, Inc. Mr. Causley is appointed to succeed Jill Skutar, whose term expires August 4, 2019, to represent the Michigan Trucking Association for a term commencing August 5, 2019, and expiring August 4, 2021. 

Carol M. Heinowski, of Grand Ledge, is the logistics manager for safety and compliance for Meijer, Inc and a former safety investigator for the U.S. Department of Transportation Federal Motor Carrier Safety Administration. Mrs. Heinowski is appointed to succeed Sharon Conklin, whose term expires August 4, 2019, to represent private motor carriers for a term commencing August 5, 2019, and expiring August 4, 2021. 

Kim W. Kelly, of Dimondale, is a retired accountant manager with the Michigan State Police Office of Highway Safety Planning Ms. Kelly is appointed to succeed Amanda Williams, whose term expired August 4, 2019, to represent the general public for a term commencing August 5, 2019, and expiring August 4, 2021. 

Jeffrey T. Lee, of Canton, is a trustee and business agent with Teamsters Local 337 and a former truck driver for Kellogg’s. Mr. Lee is appointed to succeed Dave Goller, whose term expires August 4, 2019, to represent organized labor for a term commencing August 5, 2019, and expiring August 4, 2021. 

James P. Shea, of Waterford, is the founder of PK Contracting, Inc. pavement marking company. Mr. Shea is appointed to succeed Timothy Yungfer, whose term expires August 4, 2019, to represent the general public for a term commencing August 5, 2019, and expiring August 4, 2021. 

Jeremy J. Worm, of Ahmeek, is the associate director of APS LABS and director of Mobile Lab at Michigan Technological University. He earned his Ph.D. in Mechanical Engineering from Michigan Technological University. Dr. Worm is appointed to succeed Daniel Blower, whose term expires August 4, 2019, to represent four-year colleges or universities for a term commencing August 5, 2019, and expiring August 4, 2021. 

Michelle K. Taylor, of Muskegon, is the CDL coordinator for CDL Training Services & Consulting, Inc. at Muskegon Community College. Ms. Taylor is reappointed to represent Michigan community colleges for a term commencing August 5, 2019, and expiring August 4, 2021. 

The Michigan Truck Safety Commission (MTSC) is the only organization in the nation dedicated to commercial truck driver education and training supported solely by the industry it serves. The Commission is committed to enhancing truck and truck driver safety by providing truck driver education and training, heightening all drivers' awareness of the operational characteristics and limitations of trucks, initiating data collection and research, and supporting enforcement of motor carrier safety laws.

Michigan Veterans’ Facility Authority Board of Directors 

Henry D. Boutros, of Ann Arbor, is the vice president of Illuminate HC skilled nursing facilities and the former CEO and president of NexCare Health Systems. Mr. Boutros is appointed to succeed Andrew “Rocky” Raczkowski whose term expired April 15, 2019, to represent a member selected by the Speaker of the House of Representatives with professional knowledge, skill, or experience in long-term care, health care licensure or finance, or medicine, for a term expiring April 15, 2023. 

Bradford J. Slagle, of Marquette, is the retired CEO of Michigan Veterans Health System and a former administrator for D.J. Jacobetti Home for Veterans in Marquette. Mr. Slagle is appointed to succeed 

MaryAnne Shannon to represent members with professional knowledge, skill, or experience in long-term care, health care licensure or finance, or medicine and residents of the Upper Peninsula, for a term expiring April 15, 2020.  

MaryAnne Shannon, of Sault Ste. Marie, is a professor of nursing for Sault College in Sault Ste. Marie, Ontario, Canada and a veteran medical corpsman in the U.S. Coast Guard Reserve. Dr. Shannon is appointed to succeed John Thorhauer, who resigned March 22, 2019, to represent members with professional knowledge, skill, or experience in long-term care, health care licensure or finance, or medicine who represent the interests of one or more congressionally chartered veterans' organizations, for a term expiring April 15, 2022.  

David E. Rutledge, of Ypsilanti, is the Griffin Endowed Chair in Political Science at Central Michigan University, a former State Representative, and a veteran Captain of the United States Air Force. Dr. Rutledge is reappointed to represent members with professional knowledge, skill, or experience in long-term care, health care licensure or finance, or medicine who represent the interests of one or more congressionally chartered veterans' organizations, for a term expiring April 15, 2023. 

The Michigan Veterans’ Facility Authority Board of Directors governs the Michigan Veterans’ Facility Authority and consists of the Director of the Department of Military and Veterans Affairs and eight members appointed by the Governor who have professional knowledge, skill, or experience in long-term care, health care licensure or finance, or medicine.  

Mr. Slagle, Dr. Shannon, and Dr. Rutledge’s appointments are subject to the advice and consent of the Senate. Mr. Boutros’ appointment is not subject to the advice and consent of the Senate.
