Governor Whitmer Makes Appointments to Boards and Commissions  

LANSING, Mich. – Gov. Gretchen Whitmer today announced the following appointments to the Michigan Athletic Trainer Board, Farm Produce Insurance Authority, Michigan Board of Osteopathic Medicine and Surgery, State Land Bank Authority Board of Directors, and Chair of the Michigan Citizen-Community Emergency Response Coordinating Council. 

Michigan Athletic Trainer Board 

Darryl P. Conway, of Dundee, is the senior associate athletic director and chief health and welfare officer for the University of Michigan. He holds a Master of Arts in Physical Education from Adelphi University. Mr. Conway is appointed to represent athletic trainers for a term commencing July 31, 2020 and expiring June 30, 2024. He succeeds Christina Eyers whose term expired June 30, 2020. 

Kate Dornbos, of Midland, is the head athletic trainer at Northwood University. She holds a Master of Arts in Sports Administration from Western Michigan University. Ms. Dornbos is appointed to represent athletic trainers for a term commencing July 31, 2020 and expiring June 30, 2022. She succeeds Jeremy Marra who has resigned. 

Kathrine E. Kelley, of Lansing, is a fifth-grade teacher for Waverly Community Schools and the head swim coach for Waverly High School. She holds a Bachelor of Arts in Elementary Education from Alma College. Ms. Kelley is appointed to represent the general public for a term commencing July 31, 2020 and expiring June 30, 2023. She succeeds Thye Fischman whose term expired June 30, 2019.   

Diana R. Silas, D.O., of West Bloomfield, is a board-certified orthopedic surgeon specializing in sports medicine at Detroit Medical Center Huron Valley-Sinai Hospital. As a physician, Dr. Silas works with the Detroit Tigers, Detroit Red Wings, and local high schools. She earned her Doctor of Osteopathic Medicine from Michigan State University. Dr. Silas is appointed to represent physicians licensed under part 170 or 175 of the Public Health Code for a term commencing July 31, 2020 and expiring June 30, 2024. She succeeds Michael Kolinski whose term expired June 30, 2020. 

The Michigan Board of Athletic Trainers works with the Department of Licensing and Regulatory Affairs to oversee the practice of approximately 1,028 athletic trainers. The practice of athletic training, as defined in the Public Health Code, means the treatment of an individual for risk management and injury prevention, the clinical evaluation and assessment of an individual for an injury or illness, the immediate care and treatment of an individual for an injury or illness, and the rehabilitation and reconditioning of an individual's injury or illness.

Farm Produce Insurance Authority 

Gerald Heck, Monroe, is the owner of Heck Farms, LLC. He holds a Bachelor of Science in Agriculture from Michigan State University. Mr. Heck appointed to represent the largest Michigan organization exclusively representing wheat producers in Michigan for a term commencing July 31, 2020 and expiring June 20, 2023. He succeeds Mark Metz whose term expired June 20, 2020.   

Terry L. Page, of Lyons, is the owner and operator of Page Farms, LLC. He is the president of the Ionia County Farm Bureau and a member of the National Corn Growers Association and National Soybean Grower Association. Mr. Page is appointed to represent the largest Michigan organization representing general farm interests in Michigan for a term commencing July 31, 2020 and expiring June 20, 2023. He succeeds Ted Crowley whose term expired June 20, 2020.  

The Michigan Farm Produce Insurance Authority is a ten-member board representing farmers, grain industry, and banking interests. The Authority has the responsibility of establishing, administering, and promoting the Farm Produce Insurance Fund.

Michigan Board of Osteopathic Medicine and Surgery 

John K. Everett, D.O., of Cheboygan, is a family practitioner with McLaren Northern Michigan. He earned his Doctor of Osteopathic Medicine from Michigan State University. Dr. Everett is appointed to represent osteopathic physicians for a term commencing July 31, 2020 and expiring December 31, 2022. He succeeds Kathleen Kudray who has resigned. 

The Michigan Board of Osteopathic Medicine and Surgery works with the Department of Licensing and Regulatory Affairs to regulate the practice of osteopathic medicine and surgery in this state, ascertain minimal entry level competency of health practitioners, and verify continuing medical education during licensure. The Public Health Code mandates certain responsibilities and duties for a health professional licensing board. Underlying all duties is the responsibility of the board to promote and protect the public's health, safety, and welfare.   

This appointment is subject to the advice and consent of the Senate.  

State Land Bank Authority Board of Directors 

Helen J. Lehman, of Ada, is the executive director of New Development Corporation. She earned her Bachelor of Arts in Communication Arts from Aquinas College. Ms. Lehman is reappointed for a term commencing August 1, 2020 and expiring July 31, 2024. She was appointed to the Board of Directors in 2019. 

The State Land Bank Authority Board of Directors was created by Executive Order No. 2019-13 and includes the Director of the Department of Labor and Economic Opportunity, the President of the Michigan Strategic Fund, the Executive Director of the Michigan State Housing Development Authority, and four residents appointed by the Governor. The Authority works to create a positive economic impact on Michigan communities by recycling land to productive use.  

This appointment is not subject to the advice and consent of the Senate.  

Michigan Citizen-Community Emergency Response Coordinating Council  

Kevin Sweeney, of Rockford, is the state deputy director of Emergency Management and Homeland Security for the Michigan State Police. He holds a Master of Social Science in Criminal Justice from Michigan State University. Captain Sweeney is the designee of the Director of Michigan State Police and the Governor has designated him to serve as Chair of the Council for a term commencing July 31, 2020 and expiring at the pleasure of the Governor.

The Michigan Citizen-Community Emergency Response Coordinating Council (MCCERCC) assists in developing, maintaining, implementing and in supporting and promoting emergency response principles, strategies and practices within governmental agencies and private sector organizations in Michigan.
