Governor Whitmer Makes Appointments to Boards and Commissions  

LANSING, Mich. – Governor Gretchen Whitmer today announced the following appointments to the Michigan Board of Accountancy, Michigan Board of Audiology, Certificate of Need Commission, Michigan State Transportation Commission, Early Childhood Investment Corporation Executive Committee, and the Health Information Technology Commission. 

Michigan Board of Accountancy 

Jacquelyn A. Dupler, of Okemos, is an associate attorney with Sinas Dramis Law Firm. She holds a Juris Doctor degree from the Michigan State University College of Law. Mrs. Dupler is appointed to represent a general public member who is an attorney for a term commencing August 7, 2020 and expiring June 30, 2024. She succeeds Barbra Homier whose term expired June 30, 2020.   

Charles L. Moore, Jr., of Lansing, is a certified public accountant and the owner of C.L. Moore and Associates. He holds a Bachelor of Business Administration from Adrian College. Mr. Moore is appointed to represent certified public accountants for a term commencing August 7, 2020 and expiring June 30, 2024. He succeeds James Bayson whose term expire June 30, 2020.  

The Michigan State Board of Accountancy is responsible for the certification, licensure, and regulation of certified public accountants and public accounting firms.

Michigan Board of Audiology 

Chelsea A. Conrad, Au.D., of Royal Oak, is the senior staff audiologist for Henry Ford Health System in Detroit and part time lecturer at Eastern Michigan University. She earned her Doctorate of Audiology from the University of Wisconsin. Dr. Conrad is appointed to represent audiologists for a term commencing August 7, 2020 and expiring June 30, 2024. She succeeds Sharon Blackburn whose term expired June 30, 2020.  

Mark A. Epolito, of Haslett, is the regional sales manager for the software company Splunk, Inc. He holds a Bachelor of Applied Arts in Organizational Communication from Central Michigan University. Mr. Epolito is reappointed to represent the general public for a term commencing August 7, 2020 and expiring June 30, 2024. 

Paul Judge, M.D., of Berrien Springs, is an otolaryngologist for Spectrum Health Lakeland and an adjunct assistant professor at the University of Nebraska Medical Center. Dr. Judge is appointed to represent members licensed to practice medicine or osteopathic medicine and surgery who hold a certificate of qualification from the American board of otolaryngology, for a term commencing August 7, 2020 and expiring June 30, 2024. He succeeds Robert Borenitsch whose term expired June 30, 2020.  

Daniel O. Seraphinoff, of Troy, is an engineering technologist for Continental Automotive Systems. He holds an associate’s degree in electronics engineering technology from Macomb Community College. Mr. Seraphinoff is appointed to represent the general public for a term commencing August 7, 2020 and expiring June 30, 2024. He succeeds Richard Baldwin whose term expired June 30, 2020.  

The Michigan Board of Audiology was enacted as part of the Public Health Code to license audiologists who apply nonmedical and nonsurgical principles, methods, and procedures related to disorders of hearing. The Board promotes and protects the public's health, safety, and welfare, and has the obligation to take disciplinary action against licensees who have adversely affected the public's health, safety, and welfare.

Certificate of Need Commission 

Justin B. Dimick, M.D., a Democrat of Ann Arbor, is a staff physician and the chair of the Department of Surgery at the University of Michigan Health System. Dr. Dimick is also a professor at the University of Michigan School of Medicine and School of Public Health. He earned his Doctor of Medicine from Johns Hopkins University. Dr. Dimick is appointed to represent physicians licensed under part 170 or 175 representing a school of medicine or osteopathic medicine, for a term commencing August 7, 2020 and expiring April 9, 2023. He succeeds Stewart Wang whose term expired April 9, 2020.  

Amy Engelhardt-Kalbfleisch, D.O., an Independent of Clarkston, is a chief medical officer-associate at Henry Ford Hospital. She earned her Doctor of Osteopathic Medicine from Des Moines University. Dr. Engelhardt-Kalbfleisch is appointed to represent physicians licensed under part 175 to engage in the practice of osteopathic medicine and surgery, for a term commencing August 7, 2020 and expiring April 9, 2023. She succeeds Tressa Gardner whose term expired April 9, 2020. 

James B. Falahee, Jr., a Republican of Portage, is the senior vice president of legal and legislative affairs for Bronson Healthcare Group. He holds a Juris Doctor degree from Wayne State University. Mr. Falahee is reappointed to represent hospitals for a term commencing August 7, 2020 and expiring April 9, 2022. 

Ashok Kondur, M.D., a Democrat of West Bloomfield, is a physician with Dearborn Cardiology, program director for the Garden City Hospital Cardiology Fellowship, and the director of Mechanical Circulatory Support & Complex and High-risk PCI at Ascension Providence Hospital. He earned his Bachelor of Medicine and Bachelor of Surgery from Osmania Medical College in India. Dr. Kondur is appointed to represent hospitals for a term commencing August 7, 2020 and expiring April 9, 2022. He succeeds Denise Brooks-Williams whose term expired April 9, 2019. 

Lorissa MacAllister, Ph.D., a Democrat of Grand Rapids, is the president and founder of Enviah, a healthcare consulting firm. She earned her Ph.D. in Architecture from Georgia Institute of Technology. Dr. MacAllister is appointed to represent a company that is not self-insured for health coverage for a term commencing August 7, 2020 and expiring January 1, 2023. She succeeds Robert L. Hughes whose term expired January 1, 2020.  

The Certificate of Need (CON) Commission has the responsibility to develop, approve, disapprove, or revise CON Review Standards that are used by the CON Program Section to issue decisions on CON applications. The Commission evaluates the Review Standards for modification on a three-year rotating schedule as identified in the Commission Workplan. The Commission also has the authority to make recommendations to revise the list of covered clinical services subject to CON review.

Michigan State Transportation Commission 

Gregory C. Johnson, of Wixom, most recently served as the senior vice president and Michigan area manager of WSP USA and previously served as deputy director of the Michigan Department of Transportation. He is currently serving as program administrator for the Oregon-Washington Interstate Bridge Replacement Program.  He holds a Bachelor of Science in Civil Engineering from the University Michigan and a Master of Public Administration from Western Michigan University. Mr. Johnson is appointed to represent Democrats for a term commencing August 7, 2020 and expiring December 21, 2021. He succeeds George Heartwell who has resigned. 

The Michigan State Transportation Commission establishes policy for the Michigan Department of Transportation in relation to transportation programs and facilities and other works related to transportation development, as provided by law. Responsibilities of the Commission include developing and implementing comprehensive transportation plans for the entire state, including aeronautics and bus and rail transit, providing professional and technical assistance, and overseeing the administration of state and federal funds allocated for these programs.

Early Childhood Investment Corporation Executive Committee 

Shauna L. Barbeau, of Midland, is a nurse practitioner with the Janes Street Academic Community Health Center. She holds a Master of Science in Nursing from Gonzaga University. Mrs. Barbeau is reappointed for a term commencing August 7, 2020 and expiring July 22, 2024. 

Jana L. Dean, of East Lansing, is the chief financial officer for MPHI, a non-profit public health institute. She holds a Master of Business Administration from Michigan State University. Ms. Dean is appointed for a term commencing August 7, 2020 and expiring July 22, 2024. She succeeds Carol Paine-McGovern whose term expired July 22, 2020.  

Nkechy M. Ezeh, Ed.D., of Grand Rapids, is the founder and CEO of Early Learning Neighborhood Collaborative. Dr. Ezeh is an associate professor of education and the director of the early childhood education program at Aquinas College. She holds a Doctor of Education with an emphasis in Child and Youth Studies from Nova Southeastern University. Dr. Ezeh is appointed for a term commencing August 7, 2020 and expiring July 22, 2023. She succeeds Alicia Guevara Warren who has resigned. 

Ja'Nel L. Jamerson, of Ann Arbor, is the executive director of Educare Flint and the Flint Early Childhood Collaborative. He holds a Master of Arts in Secondary Urban Education and an Education Specialist in Curriculum and Instruction from the University of Michigan-Flint. Mr. Jamerson is appointed for a term commencing August 7, 2020 and expiring July 22, 2024. He succeeds Judy Freeman whose term expired July 22, 2020.  

Leslie A. Murphy, of Ann Arbor, is the president and CEO of Murphy Consulting, Inc. She holds a Bachelor of Business Administration from the University of Michigan. Ms. Murphy is reappointed for a term commencing August 7, 2020 and expiring July 22, 2024. 

John R. Severson, Ph.D., of North Muskegon, is the superintendent of Muskegon Area Intermediate School District. He holds a Ph.D. in Educational Leadership from Western Michigan University. Dr. Severson is appointed for a term commencing August 7, 2020 and expiring July 22, 2021. He succeeds Scott Menzel who has resigned. 

The Early Childhood Investment Corporation was created to be the state's focal point for information and investment in early childhood education in Michigan so that children can arrive at the kindergarten door, safe, healthy, and eager for learning and life. The Investment Corporation was founded in 2005 and charged with implementing a Great Start system for Michigan both at the state level as well as one community at a time.

Health Information Technology Commission 

Allison Brenner, Pharm.D., of Plymouth, is the director of medical outcomes specialists for Pfizer, Inc. She holds a Doctor of Pharmacy from the University of Michigan. Ms. Brenner is appointed to represent the pharmaceutical industry for a term commencing August 7, 2020 and expiring August 3, 2024. She succeeds Rozelle Hegeman-Dingle whose term expired August 3, 2020.  

The Michigan Health Information Technology (HIT) Commission's mission is to facilitate and promote the design, implementation, operation, and maintenance of an interoperable health care information infrastructure in Michigan.
