Governor Whitmer Makes Appointments to Boards and Commissions

Michigan Tax Tribunal
Patricia Halm, of Haslett, is a judge on the Michigan Tax Tribunal. Halm holds a Bachelor of Arts in economics from Michigan State University and a Juris Doctor from the Thomas M. Cooley Law School. Patricia Halm will be reappointed as a member at-large for a term commencing July 1, 2026, and expiring June 30, 2030. Halm will also be re-designated as Chair for a term commencing July 1, 2026, and expiring at the pleasure of the Governor.
Marcus Abood, of Lansing, currently serves as a judge on the Michigan Tax Tribunal. Abood holds a Bachelor of Arts in political science and English from Western Michigan University. Marcus Abood will be reappointed as a member who is a real estate appraiser for a term commencing July 1, 2026, and expiring June 30, 2030.
The Michigan Tax Tribunal is an administrative court that hears tax appeals for all Michigan taxes. Most of the Tribunal's appeals involve property tax; however, the Tribunal also hears business and individual tax disputes.

Certificate of Need Commission
Tatiana Grant, of Farmington Hills, is the owner of Flash Hub Delivery and principal at 2050 Partners Inc. Grant holds a Bachelor of Science in public relations from Eastern Michigan University and a Master of Arts in public relations from Michigan State University. Tatiana Grant is reappointed as a member representing companies that are not self-insured for health coverage for a term commencing February 11, 2026, and expiring January 1, 2029.
The Certificate of Need (CON) Commission has the responsibility to develop, approve, disapprove, or revise CON Review Standards that are used by the CON Program Section to issue decisions on CON applications. The Commission evaluates the Review Standards for modification on a three-year rotating schedule as identified in the Commission Workplan. The Commission also has the authority to make recommendations to revise the list of covered clinical services subject to CON review.

Advisory Council on Deaf, Deafblind, and Hard of Hearing
Theresa Miracle, of Swartz Creek, is the executive director of the Communication Access Center for the Deaf and Hard of Hearing, Inc. Miracle holds a Bachelor of Arts in social work from Madonna University and a Master of Arts in counseling from Gallaudet University. Theresa Miracle is reappointed as an individual knowledgeable in the field of deafness and as a deaf, deafblind, or hard of hearing individual for a term commencing February 11, 2026, and expiring January 18, 2029.
Christopher Samp, of Troy, is the director of the Office of Disability Affairs for the City of Detroit. Samp holds dual Bachelor of Science and Master of Science degrees in Public Policy from the Rochester Institute of Technology. Christopher Samp is appointed as an individual knowledgeable in the field of deafness and as a deaf, deafblind, or hard of hearing individual for a term commencing February 11, 2026, and expiring January 18, 2029. Samp succeeds Karlee Wascher, whose term has expired.
The Advisory Council on Deaf, Deafblind, and Hard of Hearing serves to advise the Department of Civil Rights on matters pertaining to deaf, deafblind, and hard of hearing persons.

Mental Health Diversion Council
Dr. Lesly Hendershot, of Clinton Township, is the section chief of psychology for Corewell Health East. Additionally, Hendershot is the clinical manager of treatment programs and evaluation services for the Corewell Children’s Hospital Ted Lindsay HOPE Center and Center for Human Development and is responsible for oversight of pediatric psychotherapy services. Hendershot holds a Bachelor of Science in biology and psychology from Mount Union University, and a Master of Arts and Doctorate in clinical psychology from Xavier University. Dr. Lesly Hendershot is appointed to represent juvenile mental health practitioners for a term commencing February 11, 2026, and expiring January 30, 2030. Hendershot succeeds Carlynn Nichols, who has resigned.
Ronald Stoneman, of Pentwater, is the superintendent of Manistee Area Public Schools. Previously, Stoneman was the superintendent of Redford Union School District. Stoneman holds a Bachelor of Science in physical education and history and a Master of Educational Leadership from Grand Valley State University. Ronald Stoneman is appointed to represent school systems for a term commencing February 11, 2026, and expiring January 30, 2030. Stoneman succeeds Johanna Clark, whose term has expired.
The Mental Health Diversion Council was created in the Michigan Department of Community Health to advise and assist in the implementation of the Diversion Action Plan and provide recommendations for statutory, contractual or procedural changes to improve diversion.

State Officers Compensation Commission
Henry Yanez, of Sterling Heights, is a Sterling Heights City Council member. Additionally, Yanez serves as the President of the Autism Society of Greater Detroit and a member of the executive board for the Sierra Club-Southeast Michigan. Yanez also served in the Michigan House as State Representative from 2013 to 2019 and worked as a fire fighter and paramedic before being elected. Yanez holds an associate of science in fire science from Oakland Community College. Henry Yanez is appointed for a term commencing February 11, 2026, and expiring January 1, 2030. Yanez succeeds Tom Cochran, whose term has expired.
Wendell Byrd, of West Bloomfield, is a financial analyst for the City of Detroit. Byrd previously served as a state legislator from 2015 to 2021. Prior to serving in the Legislature, Byrd held a number of roles in state and local government, including with the Michigan Department of Treasury and Michigan Employment Security Commission, and as the Deputy Comptroller of the City of Ecorse. Wendell Byrd is appointed for a term commencing February 11, 2026, and expiring January 1, 2030. Byrd succeeds Lawrence Nolan, whose term has expired.
Robert Wittenberg, of Huntington Woods, currently serves as the Oakland County Treasurer. Wittenberg is also a former State Representative and served three terms from 2014 to 2020. Wittenberg holds a Bachelor of Science in business management from Indiana University. Wittenberg is appointed for a term commencing February 11, 2026, and expiring January 1, 2030. Wittenberg succeeds Nancy Quarles, whose term has expired.
The State Officers Compensation Commission was created by Article IV, Section 12 of the Michigan Constitution of 1963 and Public Act 357 of 1968. The Commission shall determine the salaries and expense allowances of the members of the Legislature, the Governor, the Lieutenant Governor, the Attorney General, the Secretary of State, and the Justices of the Supreme Court.

Michigan State Housing Development Authority Board
Jonathan Bradford, of Grand Rapids, is the retired chief executive officer of the ICCF Community Homes, a not-for-profit housing developer and housing service provider in Grand Rapids. Bradford holds a Bachelor of Arts in sociology from Calvin University and a Master of Social Work with a specialization housing policy and planning from the University of Michigan. Bradford is a member of the Community Economic Development Association. Jonathan Bradford will be reappointed for a term commencing March 11, 2026, and expiring March 10, 2030.
Warren Call, of Traverse City, is the president and chief executive officer of Traverse Connect. Call holds a Bachelor of Arts in history from Michigan State University and a Master of Business Administration in international finance from St. John’s University. Call serves on the Board of Directors for the Northern Michigan Chamber Alliance and the US Global Leadership Coalition Michigan Advisory Committee. Warren Call will be reappointed for a term commencing March 11, 2026, and expiring March 10, 2030.
The Michigan State Housing Development Authority, established in 1966, was created to provide financial and technical assistance through public and private partnerships to create and preserve safe and decent affordable housing, engage in community economic development activities, develop vibrant cities, towns and villages, and address homeless issues.

Workers’ Disability Compensation Appeals Commission
Granner Ries, of Clinton Township, has served on the Workers’ Disability Compensation Appeals Commission since 2019, as well as from 2005 to 2011. Ries previously worked in private practice, representing employees in worker’s compensation matters. Ries holds a Bachelor of Science in interdisciplinary engineering from Purdue University and Juris Doctor from Wayne State University. Granner Ries will be reappointed as an attorney with 5 or more years’ experience in the field of workers’ compensation law for a term commencing August 1, 2026, and expiring July 31, 2030.
The Workers' Disability Compensation Appeals Commission created in Executive Order No. 2019-13 handles, processes, and decides appeals from orders of the director and the workers' compensation magistrates as provided for under the Worker's Disability Compensation Act of 1969. The Commission may promulgate rules on administrative appellate procedure for purposes under the act.

Michigan State Tax Commission
Peggy Nolde, of Grand Blanc, has served as chair of the Michigan State Tax Commission since 2020. Nolde retired as Genesee County’s equalization director in 2019. Nolde is a certified assessment evaluator, Michigan master assessing officer, and a Michigan certified personal property examiner. Peggy Nolde will be reappointed as a Democrat and as a certified assessor for a term commencing December 28, 2026, and expiring December 27, 2030. Nolde will also be re-designated as Chair for a term expiring at the pleasure of the Governor.
The State Tax Commission (STC) is comprised of 3-members appointed by the Governor with the advice and consent of the Senate. The STC has general supervision of the administration of the Property Tax Laws in Michigan and shall render such assistance and give such advice to assessors, as they deem necessary. The STC also is responsible for assessing certain state-assessed properties such as telephone companies and railroads.

Michigan Employment Relations Commission
Tinamarie Pappas, of Ann Arbor, currently serves as a commissioner on the Michigan Employment Relations Commission. Pappas is also an attorney and owner of the Law Offices of Tinamarie Pappas and has been practicing in the field of labor law for over 35 years. Pappas holds a Bachelor of Arts in psychology from the University of Michigan and a Juris Doctor from Wayne State University Law School. Pappas has served as chair of the Michigan Employment Relations Commission since 2021. Tinamarie Pappas will be reappointed to represent Democrats for a term commencing July 1, 2026, and expiring June 30, 2029. Pappas will also be re-designated as Chair for a term expiring at the pleasure of the Governor.
The Michigan Employment Relations Commission (MERC) resolves labor disputes involving public and private sector employees by appointing mediators, arbitrators, and fact finders, conducting union representation elections, determining appropriate bargaining units, and adjudicating unfair labor practice cases. The Commission, supported by the staff of the Bureau of Employment Relations, administers The Public Employment Relations Act (PERA), The Labor Relations and Mediation Act (LMA), and The Compulsory Arbitration Act (312).

Unemployment Insurance Appeals Commission
George Wyatt III, of East Lansing, has served as a commissioner on the Unemployment Insurance Appeals Commission since 2022. Previously, Wyatt was an administrative law judge for the State of Michigan and served as an appointed member and chair of the former Michigan Compensation Appellate Commission. Wyatt graduated from the University of Michigan with a Bachelor of Arts in history and earned his Juris Doctor from Vanderbilt University School of Law. George Wyatt III will be reappointed for a term commencing August 1, 2026, and expiring July 31, 2030.
Mikhail Albuseiri, of Plainfield Township, has served as a commissioner on the Unemployment Insurance Appeals Commission since 2022. Albuseiri previously worked as an attorney with Bloom Sluggett, P.C. Albuseiri holds a Bachelor of Arts in communications from Pepperdine University, a Master of Arts in international relations from Boston University, a Master of Science in maritime management from the Maine Maritime Academy, and a Juris Doctor from the Michigan State University College of Law. Mikhail Albuseiri will be reappointed for a term commencing August 1, 2026, and expiring July 31, 2030.
The Unemployment Insurance Appeals Commission serves Michigan's employees, employers, and insurers by addressing and impartially resolving appeals of decisions and orders involving workers' compensation and unemployment insurance benefits. The Commission created in Executive Order No. 2019-13 has full authority to handle, process, and decide appeals filed under Michigan Employment Security Act Section 33(2).

Michigan Asian Pacific American Affairs Commission
Mandeep Singh, of Troy, is the founder of Aasraa, an organization that seeks to improve food security in southeast Michigan, serving approximately 700 hot meals per month. Singh is also the director of events and volunteer coordinator at Sikh Youth Alliance of North America and a selection committee member at Sikh Gurdwara in Rochester Hills. Singh holds a Bachelor of Arts in management information systems from the University of Missouri - Saint Louis. Mandeep Singh is appointed to a term commencing February 11, 2026, and expiring November 30, 2026. Singh succeeds Anterjot Singh Bains, who has resigned.
The Michigan Asian Pacific American Affairs Commission (MAPAAC)’s vision is to be an exemplary commission by adding public value to the State of Michigan and the Asian Pacific American community by fully engaging Asian Pacific Americans across the state.

Hispanic/Latino Commission of Michigan
Veronica Beltran, of Detroit, is an assistant director of student engagement and culture at Wayne State University Law School. Beltran was previously the legal director for the Southwest Detroit Immigrant and Refugee Center. Beltran holds a Bachelor of Arts in political science, Spanish, and Latin American studies from Grand Valley State University and a Juris Doctor from the University of Detroit Mercy School of Law. Veronica Beltran is appointed for a term commencing February 11, 2026, and expiring December 10, 2029. Beltran succeeds Monteze Morales, whose term has expired.
Yadira Garza, of Grand Rapids, is the director of development for the Grand Rapids Chamber of Commerce, where Garza was previously the director of membership. Garza holds a Bachelor of Business Administration from Cornerstone University and an associate degree in arts from Grand Rapids Community College. Yadira Garza will be reappointed for a term commencing December 11, 2026, and expiring December 10, 2029.
David Sanchez, of Detroit, is the senior director of external relations and advocacy at the Children’s Center of Detroit. Sanchez previously worked at Planned Parenthood as the director of government relations and has also held organizer and coordinator roles for grassroots and non-profit organizations like the Detroit Hispanic Development Corporation and Service Employees International Union. Sanchez holds a Bachelor of Arts in political science from the University of Michigan - Dearborn. David Sanchez will be reappointed for a term commencing December 11, 2026, and expiring December 10, 2029.
The Hispanic/Latino Commission of Michigan was created to develop a unified policy and plan of action to serve the needs of Michigan's Hispanic and Latino people. The law directs the Commission to advise the Governor, the Legislature, and the office concerning the coordination and administration of state programs serving the Hispanic and Latino population.

Public Health Advisory Council
Dr. Herbert Smitherman, of Detroit, is a professor in the department of internal medicine at the Wayne State University School of Medicine and the chief executive officer of the Michigan Area Health Education Center, Southeast Region. Dr. Smitherman holds a Bachelor of Science in chemical engineering from Northwestern University, a Master of Health Service Administration from the University of Michigan, and a Doctor of Medicine from the University of Cincinnati. Dr. Herbert Smitherman is reappointed as a member-at-large for a term commencing February 11, 2026, and expiring November 1, 2029.
Dr. Emily Martin, of Ann Arbor, is a professor at the University of Michigan School of Public Health. Dr. Martin holds a Bachelor of Science in microbiology from the University of Michigan, a Master of Public Health in epidemiology from the University of Washington School of Public Health, and a Doctor of Philosophy in epidemiology from the University of Washington School of Public Health. Dr. Emily Martin is appointed to represent epidemiologists for a term commencing February 11, 2026, and expiring November 1, 2029. Dr. Martin succeeds Ashley Rapp, whose term has expired.
The Public Health Advisory Council was created within the Michigan Department of Health and Human Services at the recommendation of the Public Health Advisory Commission. The Council will develop an action plan for implementing the recommendations of the Commission and is tasked with providing advice about emerging issues in public health, monitoring the effectiveness of Michigan's public health response system, and reviewing multiagency efforts to support collaboration and a unified approach on public health responses.

Michigan Unarmed Combat Commission
Bronco McKart, of Monroe, is a supervisor with the Monroe County Road Commission and a real estate agent with Coldwell Banker Haynes Real Estate. McKart was previously a professional boxer from 1992 to 2014, winning the WBO Middleweight Title in 1996. Bronco McKart will be reappointed as a member with experience, knowledge, or background in boxing for a term commencing June 5, 2026, and expiring June 4, 2030.
The Michigan Unarmed Combat Commission is the successor to the Michigan Boxing Commission and is responsible for the regulation of professional boxing and mixed martial arts. The Commission and the Department of Licensing and Regulatory Affairs are vested with management, control, and jurisdiction over all professional boxing, professional or amateur mixed martial arts, or unarmed combat contests or events conducted in this state.

Health Information Technology Commission
Kaitlynn Lamie, of East Lansing, is the president and chief executive officer of the Michigan Association of United Ways. Lamie holds a Bachelor of Arts in international relations, social relations, and policy from Michigan State University. Kaitlyn Lamie will be appointed as an individual representing a nonprofit health care corporation operating pursuant to the nonprofit health care corporation reform act for a term commencing March 9, 2026, and expiring August 3, 2026. Lamie succeeds Janee Tyus, whose seat designation has changed.
The Michigan Health Information Technology (HIT) Commission's mission is to facilitate and promote design, implementation, operation, and maintenance of an interoperable health care information infrastructure in Michigan.

Michigan Craft Beverage Council
Mardonn Chua, of Farmington Hills, is the chief technology officer and founder of Endless West. Mardonn was previously the chief executive officer and founder of Extem Bioscience. Chua holds a Bachelor of Science in biotechnology from the University of British Columbia. Mardonn Chua will be reappointed to represent large distillers or small distillers for a term commencing March 9, 2026, and expiring September 30, 2028.
The Michigan Craft Beverage Council replaced the Grape and Wine Industry Council. The Council will award grants for research into winemaking, hops, barley, beer, and spirits; conduct market surveys and analysis; and offer other programs that encourage the agricultural elements related to Michigan's craft beverage industries. The Council's activities are funded exclusively by non-retail, non-wholesale liquor license fees.

Automobile Theft Prevention Authority Board of Directors
Dr. Chris Melde, of Okemos, is a professor of criminal justice at Michigan State University. Melde holds a Master of Arts and Doctor of Philosophy in criminology and criminal justice from the University of Missouri and a Bachelor of Arts in criminal justice from Loras College. Dr. Chris Melde will be reappointed to represent a purchaser of auto insurance in this state for a term commencing July 2, 2026, and expiring July 1, 2030.
Steve Cooper, of Shelby Township, is the director of public safety for the Oak Park Police Department. Cooper holds a Bachelor of Science in criminal justice from Ferris State University and is a graduate of the Federal Bureau of Investigation National Academy's 227th session. Steve Cooper will be reappointed to represent law enforcement officials for a term commencing July 2, 2026, and expiring July 1, 2030.
The Michigan Automobile Theft Prevention Authority assesses the scope of the problem of motor vehicle theft, analyzes various methods of combating the problem, establishes a plan for providing financial support to combat motor vehicle theft and grants funds for theft prevention teams.

Library of Michigan Board of Trustees
Melissa Lambert, of Allen Park, is a school library media specialist at Allen Park High School. Lambert holds a Bachelor of Arts in history from Michigan State University and a Master of Library and Information Science from Dominican University. Melissa Lambert will be reappointed to represent K-12 school librarians for a term commencing October 2, 2026, and expiring October 1, 2029.
Dr. Mia Murphy, of Lansing, is the chief policy officer for the Michigan Association of State Universities. Dr. Murphy was previously a senior analyst in the State of Michigan Budget Office. Dr. Murphy holds a Doctor of Philosophy in higher, adult, and lifelong education from Michigan State University, a Master of Arts in international relations from the University of Chicago, and a Bachelor of Arts in political science and history from Michigan State University. Dr. Mia Murphy will be reappointed as a member of the general public for a term commencing October 2, 2026, and expiring October 1, 2029.
The Library of Michigan Board of Trustees makes recommendations to the Michigan Department of Education regarding the Library's services, budget, and proposed governing rules. The Board of Trustees also makes recommendations regarding the employment of other administrative and general assistants and employees of the Library as are necessary for the care and management of the Library, including the Law Library Branch of the Library.

Michigan Interagency Coordinating Council on Infants and Toddlers with Developmental Disabilities
Jennifer Jovanis, of Bloomfield Township, is the co-founder of The Jovanis Group. Jovanis was previously a senior account executive at Businessolver and holds a bachelor's degree in sales and business marketing from Western Michigan University. Jennifer Jovanis will be reappointed as an individual representing parents of infants or toddlers with disabilities or children with disabilities less than 13 years old at the time of appointment with knowledge of, or experience with, programs for infants and toddlers with developmental disabilities for a term commencing November 1, 2026, and expiring October 31, 2030.
Salina Mann, of Taylor, serves as a parent representative for Think Babies Michigan. Mann holds an associate degree in human services from Bryant and Stratton College. Salina Mann will be reappointed to represent parents of infants or toddlers with disabilities or children with disabilities less than 7 years old at the time of appointment with knowledge of, or experience with, programs for infants and toddlers with developmental disabilities for a term commencing November 1, 2026, and expiring October 31, 2030.
Cara Sutliffe, of Grand Rapids, is a parent and family advocate with the Kent County Great Start Coalition. Sutliffe attended Tri-County High School. Cara Sutliffe will be reappointed to represent parents of infants or toddlers with disabilities or children with disabilities less than 13 years old at the time of appointment with knowledge of, or experience with, programs for infants and toddlers with developmental disabilities for a term commencing November 11, 2026, and expiring October 31, 2030.
Charron Williams, of Detroit, is a speech language pathologist in the Detroit Public Schools Community District. Williams previously was a speech language pathologist at District of Columbia Public Schools. Charron Williams will be appointed to represent public or private providers of early intervention services for a term commencing November 1, 2026, and expiring October 31, 2030. Williams succeeds Stephanie Hirchert-Walton, whose term will expire.
The Michigan Interagency Coordinating Council (MICC) is authorized and required by Part C of the Individuals with Disabilities Education Act (IDEA), as amended by Public Law 105-17. The Michigan Department of Education (MDE) is designated as the lead agency for the state of Michigan. The MICC is charged with advising and assisting MDE in the development and implementation of a statewide, comprehensive, coordinated, multidisciplinary, interagency system that provides early intervention services for infants and toddlers with disabilities and their families.

Rural Development Fund Board
Erin Warlick, of Negaunee, is the director of finance and project development at InvestUP. Warlick holds a Bachelor of Science in accounting and information systems from the University of Utah and a Master of Accounting from Saint Louis University. Erin Warlick is appointed to represent Independents and residents of the Upper Peninsula for a term commencing February 11, 2026, and expiring December 31, 2029. Warlick succeeds Victoria Leonhardt, whose term has expired.
The Rural Development Fund Board, housed in the Department of Agriculture and Rural Development, has oversight of the Rural Development Fund. The Board is charged with advising the Department on how to distribute tax revenue collected from mines to improve and strengthen local communities.

Michigan Commission of Agriculture and Rural Development
Dr. Felicia Wu, of East Lansing, is a John A. Hannah Distinguished Professor and University Distinguished Professor at Michigan State University. Dr. Wu holds appointments in the Department of Food Science and Human Nutrition and the Department of Agricultural, Food, and Resource Economics. Dr. Wu holds a Bachelor of Arts and a Master of Sciences in applied mathematics and medical sciences from Harvard University, and a PhD in engineering and public policy from Carnegie Mellon University. Dr. Wu is a widely recognized expert in food science, serving on the United Nations Food and Agriculture Organization (FAO) Scientific Advisory Committee on Livestock Food Security and Nutrition and the Joint Expert Committee on Food Additives (JECFA) of the FAO and World Health Organization. Dr. Felicia Wu will be reappointed to represent Independents for a term commencing January 1, 2027, and expiring December 31, 2030.
David Williams, of Elsie, is a co-owner of W Farms LLC, formerly known as David Williams Farm. Williams has been recognized as a Master Farmer for many years of agricultural ambassadorship and land stewardship and previously served as president of the Michigan Soybean Association and as the director of the United Soybean Board. David Williams will be reappointed to represent Independents for a term commencing January 1, 2027, and expiring December 31, 2030.
The Michigan Commission of Agriculture and Rural Development provides oversight and executive direction for the programs of the Michigan Department of Agriculture and Rural Development and approves the rules and regulations the department promulgates.

Fire Fighters Training Council
Mike Vogt, of Burton, is the Fire Chief for the City of Lapeer. Vogt holds a Bachelor of Science in fire administration and fire investigation from Columbia Southern University and a certification of executive leadership from Eastern Michigan University. Vogt is appointed as nominee of the Michigan Municipal League for a term commencing February 11, 2026, and expiring January 31, 2030. Mike Vogt succeeds Kevin Beeson, whose term has expired.
The Michigan Fire Fighters Training Council serves the training and certification needs of fire departments and fire fighters across the state. The Council prepares and publishes training standards while establishing courses of study, certifying instructors, and establishing regional training centers.

Board of Barber Examiners
Michael Parker, of Jackson, is the owner and operator of Mikey's Barber Shop. Parker holds a Bachelor of Science in public safety studies from Siena Heights University and attended the Barber college of Lansing. Michael Parker will be reappointed as a barber for a term commencing October 1, 2026, and expiring September 30, 2030.
The Michigan Board of Barber Examiners was created to regulate the services of barbers, barber students, barber colleges, barber instructors, student instructors, and barbershops in Michigan. The statute defines a barber as a person who shaves or trims the beard of a person; cuts, trims, shampoos, relaxes, curls, permanently waves, dresses, tints, bleaches, colors, arranges, or styles the hair of a person; massages the face and head of a person; or renders personal services of a similar nature customarily done by a barber.

Michigan Board of Chiropractic
Doug Tibbs, of Southfield, is a retired assistive therapy specialist. Tibbs holds a Bachelor of Arts in special education and Master of Arts in recreation therapy from Wayne State University. Doug Tibbs is appointed as a member of the general public for a term commencing February 11, 2026, and expiring December 31, 2029. Tibbs succeeds Beau Taylor, whose term has expired.
The Michigan Board of Chiropractic was originally formed with the enactment of Public Act 145 of 1933. On September 30, 1978, this authority was transferred to the Public Health Code, Public Act 368 of 1978, as amended. The "practice of chiropractic" means that discipline within the healing arts that deals with the human nervous system and the musculoskeletal system and their interrelationship with other body systems. The Board also has the obligation to take disciplinary action against licensees who have adversely affected the public's health, safety, and welfare. The board works with the department to oversee the practice of approximately 2,863 chiropractors.

Michigan Board of Architects
John Den Boer, of Grand Rapids, is a principal at Tower Pinkster. Den Boer holds a Bachelor of Arts in fine arts and graphic design from Dordt College and a Master of Architecture from Iowa State University. Den Boer will be appointed as an architect for a term commencing April 1, 2026, and expiring March 31, 2030. John Den Boer succeeds Matt Slagle, whose term will expire.
The Michigan Board of Architects was created under Article 20 of Public Act 299 of 1980, as amended, to regulate the practice of architecture, which is defined as "professional services, such as consultation, investigation, evaluation, planning, design, review of materials and completed phases of work in construction, alteration or repair in connection with a public or private structure, building, equipment, works or project, when the professional service requires the application of a principle of architecture or architectural design."

Michigan Occupational Therapists
Karen Tibbs, of Southfield, is a retired pediatric occupational therapist. Tibbs holds a Bachelor of Science in occupational therapy from Wayne State University and a Master of Science in health administration from Central Michigan University. Karen Tibbs is appointed as a member of the general public for a term commencing February 11, 2026, and expiring December 31, 2029. Tibbs succeeds Valerie Palmer, whose term has expired.
The Michigan Board of Occupational Therapists works with the Department of Licensing and Regulatory Affairs to promulgate rules for licensing occupational therapists and ascertaining minimal entry level competency of occupational therapists and occupational therapy assistants. The Public Health Code mandates certain responsibilities and duties for a health professional licensing board. Underlying all duties is the responsibility of the Board to promote and protect the public's health, safety, and welfare.

Michigan Board of Real Estate Appraisers
Jordan Wernette, of Ionia, is an appraisal manager at GreenStone Farm Credit Services. Wernette is also a boys basketball coach for Saranac Community Schools and is a licensed certified general real estate appraiser. Wernette holds a Bachelor of Business Administration. Jordan Wernette will be reappointed to represent certified general real estate appraisers for a term commencing July 1, 2026, and expiring June 30, 2030.
The Michigan Board of Real Estate Appraisers works with the Department of Licensing and Regulatory Affairs to oversee the practice of approximately 6,011 limited real estate appraisers, state licensed appraisers, certified general appraisers, and certified residential appraisers.

Michigan Board of Real Estate Brokers and Salespersons
Nusrat Moghul, of Detroit is an associate broker at Arterra Luxe Collection, LLC. Moghul holds a LLB with honors from the University of East London. Hussain will be reappointed as a real estate broker and salesperson for a term commencing July 1, 2026, and expiring June 30, 2030.
The Michigan Board of Real Estate Brokers and Salespersons oversees the practice of real estate salespersons, associate real estate brokers, real estate brokers, and branch offices.

Michigan Board of Optometry
Dr. Sulman Hans, of Troy, is the founding dean and chief executive officer of the University of Detroit Mercy School of Optometry. Dr. Hans previously served as a director of clinical services within the Henry Ford Health System. Dr. Hans holds a Bachelor of Arts in biological sciences from Wayne State University, a Master of Science in healthcare management from the University of Michigan, and a Doctor of Optometry from the University of the Incarnate Word School of Optometry. Dr. Sulman Hans will be reappointed to represent optometrists for a term commencing July 1, 2026, and expiring June 30, 2030.

State Council for Interstate Juvenile Supervision
Jayla Irons, of Lansing, is a policy advisor in the Executive Office Governor Gretchen Whitmer, specializing in criminal justice and public safety. Irons holds a Bachelor of Arts in political science from Michigan State University. Jayla Irons is appointed as a representative of the executive branch for a term commencing February 11, 2026, and expiring February 12, 2028. Irons succeeds Algeria Wilson, who has resigned.
The Michigan State Council for Interstate Juvenile Supervision is a formal agreement between member states with the goal of preserving child welfare and promoting public safety interests of citizens, including victims of juvenile offenders. The Michigan State Council for Interstate Juvenile Supervision provides a mechanism for empowerment of the compact process, and serves as an advocate when improving operations, resolving disputes between states, and conducting training.

Michigan Board of Examiners in Mortuary Science
Vern Pixley, of Rochester, is the president of Service Corporation International Funeral Services, Inc and was previously the president of Pixley Memorial Chapel. Pixley holds a Bachelor of Arts in business finance and economics from Michigan State University and a certificate in mortuary science from Wayne State University. Vern Pixley will be reappointed as an individual with a license in mortuary science for a term commencing July 1, 2026, and expiring June 30, 2030.
Lindsey Jonkhoff Rogers, of Traverse City, is the co-owner and a funeral director at Reynolds Jonkhoff Funeral Home. Jonkhoff Rogers holds a Bachelor of Science in psychology from Bowling Green State University and a Bachelor of Science in mortuary science from Wayne State University. Lindsey Jonkhoff Rogers will be reappointed as an individual with a license in mortuary science for a term commencing July 1, 2026, and expiring June 30, 2030.
The Michigan Board of Examiners in Mortuary Science was created to license and regulate the practice of mortuary science and funeral establishments in Michigan. The Board works with the Department of Licensing and Regulatory Affairs to oversee the practice of mortuary science licensees, residential trainees, and funeral homes.

Michigan Board of Psychology
John Randle, of Farmington Hills, is the chief human resources officer for Jackson College. Randle holds a Bachelor of Arts in communication from Michigan State University, and a Master of Arts in human resources management and Master of Business Administration from the University of Phoenix. John Randle will be reappointed as a member of the general public for a term commencing January 1, 2027, and expiring December 31, 2030.
The Michigan Board of Psychology was created to work with the Department of Licensing and Regulatory Affairs to promulgate rules and grant licenses to professionals in the field of psychology. The Board has a duty to promote and protect the public's health, safety, and welfare. The Board implements this responsibility by ascertaining minimal entry level competency of health practitioners and by taking disciplinary action against licensees who have adversely affected the public's health, safety, and welfare.

Elevator Safety Board
Michael Vandervennet, of Livonia, is retired and previously served as an instructor for National Elevator Industry Educational programs. Vandervennet holds an associate degree in applied science from Ivy Tech Community College. Michael Vandervennet will be reappointed as a member of the general public for a term commencing July 23, 2026, and expiring July 22, 2030.
Mike Janca, of Roscommon, is the national coordinator for the Elevator Industry Work Preservation Fund. Janca is currently a member and was previously a business manager for IUEC Local 85. Mike Janca will be reappointed as a member of the elevator constructors’ union for a term commencing July 23, 2026, and expiring July 22, 2030.
The Elevator Safety Board promulgates rules and prepares examinations in relation to contractor licenses. The Board also conducts hearings to determine whether an elevator contractor license or certificate of competency or commission should be suspended or revoked.

Manufactured Housing Commission
Tom Krehel, of Davison, is the manufactured housing regional sales manager for GreenState Credit Union. Krehel holds an associate’s degree in business management from Lansing Community College. Tom Krehel will be reappointed as a representative of financial institutions for a term commencing May 10, 2026, and expiring May 9, 2029.
The Manufactured Housing Commission is responsible for establishing uniform policy relating to all phases of manufactured housing, business, manufactured housing parks, and seasonal manufactured housing parks. The Commission has the legal authority to approve local governmental ordinances which would regulate manufactured housing, grant variances to the Manufactured Housing Commission Rules, approve licenses for manufactured home installer/servicers and retailers, and impose penalties on persons who have violated the Mobile Home Commission Act or Rules.

Michigan Board of Acupuncture
Dr. Brian Emrys, of Farwell, is a primary care physician, and Veteran of the United States Armed Services. Dr. Emrys received an associate’s degree from American Military University, a Bachelor of Science in exercise science and health science, a Master’s of Acupuncture and Oriental Medicine, and a Doctor of Chiropractic Medicine from the National University of Health Science. Dr. Emrys is reappointed to represent Acupuncturists for a term commencing July 1, 2026, and expiring June 30, 2030.
The Michigan Board of Acupuncture works with the Michigan Department of Licensing and Regulatory Affairs to oversee the practice of approximately 89 acupuncturists. The Board has the obligation to take disciplinary action against registrants who have adversely affected the public's health, safety, and welfare.

Michigan Board of Audiology
Dr. Marci Lesperance, of Ann Arbor, is a professor of Otolaryngology-Head and Neck Surgery at the University of Michigan Medical School. Previously, Dr. Lesperance was the division chief of pediatric otolaryngology at Michigan Medicine and an associate chief clinical officer for Children’s Specialty and Women’s Services at the University of Michigan Medical Group. Dr. Lesperance holds a Bachelor of Science in biomedical sciences, a Master of Science, and a Doctor of Medicine from the University of Michigan. Marci Lesperance is reappointed for a term commencing July 1, 2026, and expiring on June 30, 2030.
Dr. Kaylee Davenport, of Midland, has been a clinical audiologist at the United States Department of Veteran Affairs. Dr. Davenport was previously a clinical audiologist at the Rontal Clinic and an Audiology Resident at The Shea Ear Clinic. Dr. Davenport holds a Bachelor of Science from Northern Michigan University and Doctor of Audiology from Louisiana Tech University. Dr. Kaylee Davenport is reappointed to represent audiologists for a term commencing July 1, 2026, and expiring June 30, 2030.

Keith Binion, of Harper Woods, is the campus executive dean at Wayne County Community College District. Binion has previously been the dean of pharmacy at Wayne County Community College District, program director for the Pharmacy Technician Program at Henry Ford College, and program director at MedCerts. Binion holds a pharmacy technician license. Binion received a Bachelor Science in health services management from Spring Arbor University and a Master of Science in higher education leadership from Siena Heights University. Keith Binion is reappointed as a pharmacy technician for a term commencing July 1, 2026, and expiring June 30, 2030.

State Plumbing Board
Ryan Lyle, of St. Clair, is the director of training at Metropolitan Detroit Plumbing Industry Training. Lyle has previously been an Instructor with the Plumbing Industry Training Center Association Local 98. Ryan holds an associate’s degree of applied sciences and instructor of the trades certificate from Washtenaw Community College. Ryan is appointed as a licensed plumbing contractor who holds a masters license for a term commencing on February 11, 2026, and expiring on July 30, 2026. Lyle succeeds Mark Wisely, whose term has expired.
The State Plumbing Board's duties include making recommendations for plumbing code rules, licensing plumbers, and making all orders, rules, and regulations necessary for the enforcement of the provisions of the act.

Savannah Sadler, of Lansing, is the owner Satori Day Spa. Previously, Sadler was a massage therapist with Zoe Life Spa and Salon and Regional Manager at O’Brien and Associates. Sadler received a certificate of completion in Massage Therapy from Lansing Community College. Savannah Sadler is appointed to represent massage therapists for a term commencing on February 11, 2026, and expiring December 31, 2028. Sadler succeeds John Stout, whose term has expired.
The Michigan Board of Massage Therapy was created to regulate the application of a system of structured touch, pressure, movement, and holding to the soft tissue of the human body in which the primary intent is to enhance or restore the health and well-being of the client. The Board of Massage Therapy consists of 11 members: 7 massage therapists and 4 public members. Each member serves 4-year terms.
