The Clean and Renewable Energy and Energy Waste Reduction Act, Public Act 295 of 2008 as amended, established that energy optimization (EO) plans shall consist of energy waste reduction (EWR) plans and optional efficient electrification plans. The EO Collaborative (formerly known as the EWR Collaborative) facilitates collaboration between the various stakeholders consisting of state government, representatives of utilities, cooperative and municipal load serving entities, as well as contractors, program evaluators and implementers, energy efficiency advocates, low income representatives, and others.
