RICH Pilot Background
Our Regional Infrastructure Coordination Hubs (RICH) pilot kicked off in 2025 in collaboration with seven agencies from the Michigan Association of Regions.
These Regional Infrastructure Coordination Hubs will build off the work they already do helping collect and map transportation data by expanding this framework to include other infrastructure systems—helping local leaders better collaborate, plan, and deliver integrated infrastructure projects that support Michigan’s long-term resilience.
Through the pilot, the Michigan Infrastructure Council is funding the adoption of Asset Management practices across the hubs that include: access to GIS, helping communities digitally map their capital improvement plan (CIP) projects, integration of CIP plans into MiDIG to enhance a dig once approach to planning, increasing asset management (AM) planning and statewide compliance with AM surveys.
Insights from this pilot will guide legislative advocacy for future Asset Management funding streams and help expand services that support a more coordinated, sustainable infrastructure future for all Michigan communities.

Northeast Michigan Council of Governments
The Northeast Michigan Council of Governments is a multi-service state-designated regional planning agency serving eight counties and 103 total governments. NEMCOG assists local governments in community planning, zoning, recreation planning, grant writing, mapping, economic and community development, transportation planning, recycling programs, community corrections, and other specific programs.
Counties Include:
Alcona, Alpena, Cheboygan, Crawford, Montmorency, Oscoda, Otsego, and Presque Isle

Networks Northwest
Networks Northwest is a ten-county public agency providing workforce development, economic development, and regional planning services. Networks Northwest's goal is to be a planning resource, enabling and enhancing the region's ability to preserve and create high quality of life conditions.

Antrim, Benzie, Charlevoix, Emmet, Grand Traverse, Kalkaska, Leelanau, Manistee, Missaukee, and Wexford

Southeast Michigan Council of Governments
SEMCOG, the Southeast Michigan Council of Governments supports local planning through its technical, data, and intergovernmental resources and by working to implement its vision that all people of Southeast Michigan benefit from a connected, thriving region of small towns, dynamic urban centers, active waterfronts, diverse neighborhoods, premiere educational institutions and abundant agricultural, recreational, and natural areas.
Since its inception in 1968, SEMCOG has acted as a regional planning partner with local member governments. SEMCOG serves the Southeast Michigan region, made up of seven counties.

Southwest Michigan Planning Commission
The Southwest Michigan Planning Commission (SWMPC) uses its passion and expertise to connect people, assist communities, and advance cooperative solutions to regional challenges experienced by the communities that created it. Within its three counties, the SWMPC serves 90 units of government and the sovereign nation of the Pokagon Band of Potawatomi Indians.
In addition, the Southwest Michigan Planning Commission is the designated Metropolitan Planning Organization (MPO) for two metropolitan transportation study areas (Benton Harbor/St. Joseph and Niles/Buchanan/Cass County). And is the designated Economic Development District for Southwest Michigan. One of the functions of regional economic development districts is to cultivate major economic development projects and act as a link between those projects and Economic Development Administration funding.Counties Include:

Tri-County Regional Planning Commission
The Tri-County Regional Planning Commission is a public planning agency established in 1956, serving three counties in Mid-Michigan. Tri-County fosters prosperity within the region’s diverse urban and rural communities by planning for a strong economy, reliable transportation, and sustainable infrastructure and natural resources.
As the designated Metropolitan Planning Organization and Economic Development District for the region, they connect local organizations and governments to funding for transportation projects and economic development initiatives, provide technical assistance and data resources, and coordinate opportunities to discuss trends and challenges affecting the Greater Lansing area.
At the heart of the region is Lansing, the state capital of Michigan, and East Lansing, home to Michigan State University.

West Michigan Shoreline Regional Development Commission
The West Michigan Shoreline Regional Development Commission (WMSRDC) is a federal and state designated regional planning and development agency serving 120 local governments across five counties. WMSRDC is also the planning agency for the metropolitan transportation planning (MPO) program for Muskegon County and Northern Ottawa County.
The Commission’s mission is to “promote and foster regional development in West Michigan through cooperation amongst local governments and regional partners.” The general regional goal is to provide assistance to member local governments in addressing regional and public policy issues, especially as they pertain to planning and development.Counties Include:
Lake, Mason, Muskegon, Newaygo, and Oceana

Western Upper Peninsula Planning & Development Region
Since 1968, the Western Upper Peninsula Planning & Development Region office (WUPPDR) provides general planning support to the western six counties of Michigan's Upper Peninsula through its many programs, projects and services. While their programs are diverse, all support their mission: to foster stable and diversified economies in the Western Upper Peninsula.

Baraga, Gogebic, Houghton, Iron, Keweenaw, and Ontonagon
