What is MiDIG?
MiDIG, also referred to as the Michigan Infrastructure Council (MIC) Project Portal, is a Geographic Information System (GIS) based platform that allows users to share capital improvement plans statewide.
MiDIG allows agencies to streamline communication, enhance transparency, and facilitate seamless collaboration among all stakeholders involved in infrastructure projects.
By participating in MiDIG, agencies are able to break down institutional silos and coordinate with partnering agencies to facilitate more “Dig Once” projects that stretch investments farther and reduce disruptions for citizens over time.
Who is Authorized to Use MiDIG?
Due to data security reasons, MiDIG has restricted access and is not open to the general public.
The following groups are eligible to participate in MiDIG:
- Government and Regional agencies, and public and private infrastructure owners in Michigan that own, manage, plan, and/or operate infrastructure (water, sewer, broadband, road, energy, etc.)
- Consultants that are currently contracted with a private or public entity that is utilizing the MiDIG portal or is interested in signing up. Agency’s must be signed up for MiDIG first and then authorize consultants to be listed under their agency.
MiDIG User Roles:
Once approved, users are able to securely access MiDIG through their MiLogin account. When signing up users, agencies have the options of assigning different roles to authorized users. Depending on their role, the level of permissions they have in the portal varies, for more information please review the operational guidelines.

Each agency can only have one Agency Administrator (Admin) at a time. This individual must sign an Individual User Agreement (IUA), a Project Portal Access Agreement (PPAA), and provide an authorized user list for the agency.
Agency Admins are responsible for the following:
- Granting access to the Portal
- Denying access to the Portal
- Creating and maintaining the Agency profile within the Portal
- Creating and maintaining authorized user profiles within the Portal
Please note that the first individual to sign up for a new agency will automatically assume the role of the agency’s administrator. Please review the operational guidelines to learn more about what this role entitles and reach out to staff at mic@michigan.gov with questions.
Users with this role are able to:
- View project data within their approved jurisdiction
- Add, edit, or delete projects on behalf of their organization
- Manage and edit the user list for their agency
Users with this permission level are listed as an “Admin” on their user profile in the portal.
Please note that consultants are not eligible to serve in this role, an employee from an agency must serve as the administrator on an account.
There is no limit to the number of data contributors and/or viewers an agency can have. Individuals in this role must sign and be authorized by the agency administrator on their Individual User Agreement (IUA). To update a user’s role, the agency administrator should contact MIC staff at mic@michigan.gov with the requested change.
Users with this role are able to:
- View project data within their approved jurisdiction
- Add, edit, or delete projects on behalf of their organization
Users with this permission level are listed as a “Manager” on their user profile in the portal.
Consultants can serve in this role if authorized by the administrator of a participating agency.
There is no limit to the number of data contributors and/or viewers an agency can have. Individuals in this role must sign and be authorized by the agency administrator on their Individual User Agreement (IUA). To update a user’s role, the agency administrator should contact MIC staff at mic@michigan.gov with the requested change.
Users with this role are only able to:
- View project data within their approved jurisdiction
Users with this permission level are listed as an “Analyst” on their user profile in the portal.
Consultants can serve in this role if authorized by the administrator of a participating agency.
How Does MiDIG Work?
MiDIG plays a crucial role in moving forward the Michigan Infrastructure Council's vision for an integrated infrastructure future. This innovative system breathes new life into long-term infrastructure planning efforts across various sectors and creates a streamlined forum for coordinated efforts to help agencies plan more “Dig Once” projects.
Participating in MiDIG helps your agency with features like:
- A cloud based, mobile friendly interface for improved usage in the field
- In-app communications creating a one-stop shop for coordination activities
- Automated project conflict and coordination opportunity alerts
- Flexible ways to import your project data like batch uploads and placing individual projects manually

Navigating the Interface
Upon entering into the MiDIG portal, users land on a home page that shows a map of Michigan with projects that agencies have input into the portal.
In the default Map View, users can manually zoom in and out to explore the map. Users can also utilize the filter tools on the Map View to search for specific projects and other criteria. Users can also utilize the search tool on the Map View to search for specific projects.
Along with viewing projects in the Map View, users can select the tab labeled “Library” to view projects in a detailed list. In Library View, users can apply the same filters and search tool to find projects.
Users can upload projects in both the Map and Library Views. In the Library View users can also create Boundary Groups, view overlaps, and conduct batch uploads.
Projects and Boundary Groups
The intended purpose of MiDIG is to provide a platform for agencies to map and share Capital Improvement Plan (CIP) Projects with partnering agencies to help identify opportunities for coordination.
Agencies can input projects one of two ways:
- Users can manually create a project by placing a line, dot, or polygon onto the map when creating a new project. Users can also create a new project manually in the Library View.
- Users can utilize a batch upload process to create multiple projects at the same time. To utilize this feature, users should select the Library View tab and then select “Batch Upload” on the side panel. To assist communities in this process, MIC staff are in the process of creating a data schema for agencies to utilize for streamlined batch uploading. Once this schema is completed it will be available to download on the MiDIG home page.
Along with creating projects, agencies can create relational groups and boundary groups in the portal to be notified of projects within the area.

Customize Notification Settings
When multiple projects are overlapping or a project is entered into an agency’s boundary group, a notification is generated for each of the projects owners that shares project information and agency contact information. Users are able to customize notification settings to accommodate their communication preferences. Users are able to communicate by utilizing in-app communication channels and enabling email notifications.
