Treasurer & Finance Director, City of Traverse City
Heidi Scheppe serves as the City Treasurer/Finance Director for the City of Traverse City, functioning as the municipality’s Chief Financial Officer. In this role, she provides strategic fiscal oversight, manages long-term capital planning and debt issuance, and directs municipal accounting, treasury, and investment operations in compliance with GAAP and state statutes.
Prior to her current appointment, Ms. Scheppe served for over a decade as the elected County Treasurer for Grand Traverse County. There, she oversaw cash management across all county departments, managed over 50 bank accounts, administered delinquent property tax processes, and chaired the County Land Bank Authority. Her career with Grand Traverse County also includes more than 13 years as Deputy Finance Director, where she led annual financial reporting (ACFR), grant accounting, and internal control implementation.
Ms. Scheppe holds a Master of Business Administration in Accounting from Davenport University and a Bachelor of Science in Accounting from Lake Superior State University. She is a Certified Public Finance Officer (CPFO) and Certified Public Finance Investment Manager (CPFIM). An active leader in state public finance, she has served as President and Board Member of the Michigan Government Finance Officers Association (MGFOA) and on the GFOA Special Review Committee.
