Extreme Weather Technical Conference
As a result of global climate change, extreme weather has been occurring with greater frequency and with more serious consequences, and the Commission finds that the existing extreme weather condition policies are ripe for review.
The Commission Staff will be hosting this Extreme Weather Technical Conference on Wednesday November 19, 2025, and shall thereafter file a report summarizing the results of the comments and the technical conference and recommending changes to the existing extreme weather condition policies, if any, no later than 5:00 p.m. (Eastern time) on February 17, 2026.
R 460.134 Extreme weather condition policy. Rule 34.
- Within 6 months of the effective date of this rule, a utility shall adopt and submit an extreme weather condition policy to the commission for approval that provides, at a minimum, both of the following:
- The criteria or factors a utility follows in suspending disconnection of service to residential customers during extreme hot and cold weather.
- Any preferential treatment given to certain classes of residential customers.
- In the event of any subsequent changes to the extreme weather condition policy, a utility shall submit those changes to the commission for its review and approval.
