UP Energy Study

Public Act 235 directs the Commission to prepare a report by Dec. 1, 2024, that examines the unique conditions impacting electric generation, transmission, and electricity demand in the Upper Peninsula with a focus on the UMERC RICE units and electric demand attributable to mining activities. The report must also identify options for reducing the carbon intensity of the RICE units and feasibility of deploying clean energy systems.
Commission’s Actions To Date
On February 8, 2024, the Commission issued an Order in Case No. U-21572 issuing guidance for Public Act 235 of 2023, Sections 51, Subsection 8.

Next Steps
The Commission directed Staff to create a study of the UMERC RICE units and transmission reliability and associated report with aid from UMERC, ATC, Cleland-Cliffs and MISO. The Study will include updated information about the UP electric system. Additionally, it will investigate the roles EWR, DR, generation, and transmission infrastructure play in grid stability and resource adequacy should the RICE facilities be retired or operationally constrained through changes in how the units are dispatched in order for UMERC to comply with the requirements of the clean energy standards in 2035 and/or 2040. The Commission is soliciting public comment until 6:00 p.m. (EST) on August 9, 2024. Reply comments are due at 6:00 p.m. (EST) on September 13, 2024.
