Billing Rules Review

The Billing Rules Review collaborative seeks to develop a potential redline ruleset that will analyze and review the protections under the Consumer Standards and Billing Practice for Electric and Natural Gas Service (Billing Rules). It was initiated under Commission Order No. U-22237 on October 15^th, 2026, to analyze and review the protections under the Billing Rules to address:

1. Concerns raised with the current rules
2. Outdated references to technology, data management, and customer communication practices and preferences
3. New initiatives and trends through the proposal of new rules.
