Multi-Utility Emergency Cooperability Workgroup
In an order dated August 21, 2025, the Michigan Public Service Commission opened docket U-21940 and directed the Staff to establish a collaborative group consisting of Commission Staff; Michigan natural gas and electric utilities; interstate pipeline operators; relevant regional transmission organizations, including Midcontinent Independent System Operator, Inc., and PJM Interconnection, L.L.C.; and other interested persons.
VISION
During an energy emergency event impacting both the natural gas and electric grids, cooperability between the energy providers is crucial for the safety of Michigan customers.
MISSION
To review and discuss cooperability between natural gas and electric utilities during multi-utility emergency events.
The focus of this collaborative group shall be to:
- Review and study the dynamics between natural gas curtailment and electric maximum generation events;
- Determine a prioritization framework for natural gas usage during a curtailment and maximum generation event; and
- Develop recommendations for the Commission regarding possible updates to the tariffs.
