Consolidated Packaging (Monroe, Monroe County)

The former Consolidated Packaging site is located on Front Street and currently occupies four parcels. The paper mill operated from 1878 through 1978, and the Port of Monroe currently owns two of the parcels located at 1521 East Front Street. The third parcel located at 1530 East Front Street is owned by Hanwha Advanced Materials America, an automotive upholstery supplier. The fourth parcel located at 1700 East Front Street is owned by Silver King LLC and is vacant, vegetated land.

EGLE received results from a baseline environmental assessment from the parcel at 1700 East Front Street, identified in purple in Figure 1. Three groundwater wells on that parcel were over the criteria for PFOA, the highest of which was 100 ppt (compared to 8 ppt) in the southwest corner of the parcel (see Figure 2). EGLE sampled groundwater on the other three parcels in the spring 2025 because the parcel outlined in red contains lagoons that were used for settling paper waste, and the parcel outlined in green formerly contained buildings associated with the paper mill. The highest results were PFOA at 340 ppt and PFOS at 130 ppt (compared to 16 ppt). The groundwater flow is towards the River Raisin and Lake Erie.

Drinking water information

EGLE, DHHS, and local health have reviewed residential well logs and determined there are no nearby drinking water wells to sample.
