NOTICE IS HEREBY GIVEN that the Michigan Finance Authority (the “MFA”) will hold a public hearing by teleconference at 8:30 a.m. on May 12, 2026 in accordance with Treasury Regulation §1.147(f)-1 and Revenue Procedure 2022-20 for purposes of federal tax law with respect to the proposed issuance of one or more series of qualified tax-exempt 501(c)(3) revenue bonds (the “Bonds”) by the MFA, in the principal amount not to exceed $50,000,000, for the benefit of Hope College, a Michigan nonprofit corporation (the “College”), as more fully described below.

The public hearing is intended to comply with the public approval requirements of Section 147(f) of the Internal Revenue Code of 1986, as amended (the “Code”).

The proceeds of the Bonds in the principal amount of not to exceed $50,000,000 will be loaned to the College and used for the following purposes: (i) to pay costs of (A) the acquisition, construction, furnishing and equipping of a new approximately 74,000 square foot, three-story academic building to be located at 124 East 8th Street, Holland, Michigan to house the College’s Department of Economics and Business, which will include classrooms, seminar rooms, study spaces, offices, board rooms, a large auditorium, three-story atrium and community spaces and other amenities, a landscaped green space, public plaza, pedestrian walkways and related parking and site improvements; and (B) the construction, renovation, expansion, furnishing and equipping of improvements to the kitchen and seating area for Phelps Dining Hall located at 150 East 10th Street, Holland, Michigan and (ii) to pay all or a portion of the costs of issuing the Bonds.

All educational facilities financed by the Bonds will be owned and operated by the College and are located on the College’s main campus in the City of Holland, Ottawa County, Michigan.  The main address of the College is 141 E. 12th Street, Holland, MI 49423.

The Bonds will be limited obligations of the MFA payable only from loan repayments to be made by the College to the MFA and certain funds and accounts established by or pursuant to the bond financing agreement under which the Bonds will be issued.  The Bonds will not be a general obligation of the MFA and will not be a debt of the State of Michigan or any political subdivision of the State of Michigan, including the MFA.  The MFA has no taxing power and the issuance of the Bonds will not obligate the State of Michigan or any political subdivision of the State of Michigan to levy or pledge any form of taxation for the Bonds or to make any appropriation for the payment of the Bonds. 

The hearing will provide a reasonable opportunity for expression of opinion, argument on the merits and introduction of evidence pertaining to the proposed issuance of the Bonds.  Written comments will be accepted by the MFA at TreasMFA@michigan.gov but must be received on or before the time and date of the hearing.  Any questions regarding the hearing should be directed to Graham Davidson at (517) 335-0994 in advance of the meeting.
