Meeting Minutes 

  1. Call to Order
    1. Cary Vaughn called the meeting to order at 10:01 a.m.
  2. Roll Call
    1. Members Present – 7
      1. Cary Vaughn – Department of Treasury
      2. Pauline Bennett – Addison Township
      3. Michelle Watterworth – Plante Moran
      4. Eric Van Dop – Brickley DeLong
      5. Michael Slater – City of Livonia
      6. Rana Emmons – PSLZ
      7. Bill Tucker – Maner Costerisan
  3. Review of Prior Meeting Minutes
    1. A motion was made to approve the October 20, 2022, meeting minutes. The October 20, 2022, meeting minutes were approved by the Committee. 6 Ayes and 0 Nays.
  4. Old Business
    1. None
  5. New Business
    1. New Members
      1. Cary received a recommendation and a candidate pool but is waiting for the new Community Engagement and Finance Division Administrator to begin before selecting the new members.
      2. Cary told the committee members that if they had any recommendations to please pass those on to him.
      3. Positions available are a village official, a county official and an auditor.
    2. Numbered Letters
      1. Cary Vaughn reviewed a spreadsheet that listed the numbered letters that are up for review with the Committee to decide if they should update or retract it.
      2. The Committee will take some to review as well as Treasury.
      3. For those that weren’t picked to review, the Committee will get back to Cary Vaughn regarding who will be able to review which ones.
      4. A breakdown of assignments is as follows:
        1. MCGAA-04 – Reporting Entity – Michelle and MGFOA
        2. MCGAA-10 – Infrastructure – Michelle and MGFOA
        3. 1998-03 – Investments – Seeking a volunteer
        4. 1998-04 – County Investment Policy – Seeking a volunteer
    3. Chart of Accounts Revisions
      1. Cary Vaughn informed the Committee that the Chart of Accounts is basically done.
      2. Cary needs to review it prior to it being released.
      3. All the minor changes will be included in the revision of the Chart of Accounts.
    4. Auditing Procedures Report Update
      1. Cary Vaughn informed the Committee that IT is starting the updates to improve the APR. No release date as of yet.
    5. Treasury’s Review Process Update
      1. Cary Vaughn gave an update on the current process to the Committee and that the updates are being worked on.
      2. This won’t be done for a while, possibly next year.
  6. Adjournment
    1. The Michigan Committee on Governmental Auditing and Accounting meeting adjourned at 11:06a.m.
