Michigan Energy Assistance Program (MEAP)
MEAP is a program to reduce energy insecurity by assisting eligible low-income households in meeting their home energy costs for their primary residence through payment or partial payment of bills for 1 or more of the following: (i) Electricity. (ii) Natural gas. (iii) Propane. (iv) Heating oil. (v) Any other deliverable fuel used to provide heat. Energy assistance must prioritize vulnerable populations and, as appropriate for the household, include services that will enable participants to become or move toward becoming self-sufficient.

MEAP is funded by the Low-Income Energy Assistance Funding Factor. On April 17,2026, in Filing: U-17377-0284, the MPSC adopted a funding factor of $1.50 per meter per month for all Michigan electric utilities that have opted to participate in the funding of the LIEAF, effective beginning the September 2026 billing month.

Eligibility
To be eligible to receive a grant under this request for proposals (RFP), the applicant(s) must be a nonprofit organization, unit of local or state government, or Tribal government. By submitting a response to this RFP, grant applicants are agreeing that they are registered as a vendor in SIGMA VSS (State Integrated Governmental Management Applications, Vendor Self-Service).
