State Personnel Director John Gnodtke
The state personnel director implements commission policies and programs and oversees:
Financial and Administrative Services is responsible for fiscal control, budget development and projections, procurement, building services, and other accounting functions.
Office of the General Counsel provides direct legal services to the commission and staff. OGC also includes:
- Office of Technical Complaints
- Hearings Office
- Employment Relations Board
- Office of Compliance, which reviews personnel and payroll transactions and contractual personal services.
Central Communications offers public-information services for MCSC internet and intranet content, email messaging, and media relations.
Office of Human Resources performs HR services for MCSC employees, including assistance in selection, labor relations, transactions, payroll, and other HR issues.
Chief Deputy Director Jonathan Patterson
The chief deputy director assists the director and oversees:
Bureau of Benefits Administration includes:
- Employee Benefits Division, which administers insurance programs for state employees and retirees at 800-505-5011.
- Disability Management Office, which processes FMLA and medical leaves, and workers' compensation claims at 877-443-6362.
- The MI HR Service Center, which assists state employees with many payroll, benefit, and HR transactions at 877-766-6447.
- Employee Service Program, which provides state employees and eligible family confidential assistance for personal and work-related concerns at 800-521-1377.
Bureau of Data and Application Support coordinates internally and with other agencies to manage the Human Resources Management Network (HRMN) and other state HR applications. HRMN is the state’s software system for managing employees’ personnel, benefits, and payroll information. BDAS includes:
- Production Support, which oversees daily system operations and develops HRMN improvements.
- Project Management, which assists staff and users with the NEOGOV platform, the State of Michigan Learning Center, and lean-process improvements.
- Division of Data Management, which oversees agency security, privacy, and control procedures; develops automated processes to improve efficiency; maintains and designs reports and data inquiries; and develops interfaces with other data systems.
Office of Classification, Selection, and Compensation administers the equitable classification and compensation plans, classifies positions established by agencies, and performs credential reviews of applicants.
Human Resource Training and Development provides training and development opportunities to state employees through technical, leadership, and business-skill trainings.
Deputy Director Noelle Rouse
The deputy director assists the director and oversees Human Resource Operations, which is the staff providing HR services to participating agencies under HR consolidation. This can include assistance in selection, labor relations, transactions, payroll, and other HR issues.
