Grid Security and Reliability Standards

The MPSC and the public expect utility companies to meet certain levels of performance related to service quality, reliability, worker safety, and physical and cyber security. MPSC rules outline these requirements and need to be reviewed and updated to ensure utilities are held to appropriate standards.

Actions to Date
- Annual reports from electric utilities on performance in meeting service quality/reliability standards (U-12270).
- MPSC Staff informal Multi-State Report of service quality and performance standards in other jurisdictions
- Addition of cyber security reporting requirements to Technical Standards (U-18203).
- As a result of the Statewide Energy Assessment (U-20464 - Recommendations E-3, S-2, and S-10), the Commission directed Staff to establish workgroups that will look to other states for best practices and optimal standards regarding rule sets. The workgroups will consider current and probable future technological advances in electric distribution systems and electric service, and will recommend changes to the standards in keeping with those advances. The Commission's goal is that input from the workgroups will provide a foundation for potential future rule changes that are flexible and responsive to changing technology and that ensure safe, reliable electric service.
- Investigate and recommend updates to the Service Quality and Reliability Rules and Technical Standards for Electric Service, based on best practices in other states, as well as, recommendations from Statewide Energy Assessment (SEA).
- The stakeholder process took place from December 2019 to July 2020.
- Staff's initial report filed on July 31, 2020.
- Staff's final report filed on December 15, 2020.
- The Public Hearings to receive public comments for each ruleset was held on December 9, 2021.
- Public Comments for each ruleset were received by January 6, 2022.
- The rulesets governing the Service Quality and Reliability Standards for Electric Distribution Systems, Technical Standards for Electric Service and Customer Billing and Consumer Standards and Billing Practices were approved by the Commission on March 17, 2022.
- These ruleset were submitted to the Legislative Service Bureau and the Michigan Office of Administrative Hearings and Rules for their formal approvals. Upon formal approval of these rulesets by the Legislative Service Bureau and the Michigan Office of Administrative Hearing and Rules, they shall be transmitted to the Joint Committee on Administrative Rules.
- On July 28, 2022, the rulesets were approved by the Legislative Service Bureau and the Michigan Office of Administrative Hearings and Rules. On that same date, the rules were filed with the Joint Committee on Administrative Rules which had 15 session days to object to the rules by filing a notice of objection, propose that the rules be changed, decide to introduce bills to enact the subject of the rules into law, or waive the remaining session days.
- The Joint Committee on Administrative Rules did not meet for 15 days before the end of 2022, so the rules were withdrawn and resubmitted in January 2023. The Joint Committee on Administrative Rules did not take any action to prevent the rules from being transmitted to the Secretary of State.
- On March 24, 2023, the Commission issued an order in case No. U-20629, U-20630 and U-21150, formally adopt the rulesets, which will take effect upon filing with the Secretary of State.
