Integrated Resource Plan Statewide Parameter Setting/Modeling
The new energy law requires rate-regulated electric utilities to submit integrated resource plans to the MPSC for review and approval. To accomplish this, the MPSC is required to gather input from the public, and in collaboration with the Michigan Agency for Energy (MAE) and the Department of Environmental Quality (DEQ), set modeling parameters and assumptions for utilities to use in filing integrated resource plans.
2016 PA 341 Sec. 6t requires the Commission, within 120 days of the effective date of the act and every five years thereafter, to commence a proceeding that among other things, establishes modeling scenarios and assumptions each electric utility should include in addition to its own scenarios and assumptions in developing its integrated resource plan. On July 31, 2017, the Commission initiated docket U-18418 to implement the provisions of Section 6t(1). The Order directs the Staff to file a proposal in the docket no later than August 31, 2017. The Order schedules three public hearings in September and provides that written comments may be submitted to docket U-18418 and will be accepted through October 20, 2017.
