21st Century Energy Plan
On April 6, 2006, Governor Granholm issued Executive Directive No. 2006-2, calling for the development of a comprehensive plan for meeting the state's electric power needs. The directive asks for recommendations to ensure the state can both reliably meet its growing electric needs and keep electric costs competitive. The plan will encourage the use of new technologies and explore ways to continue the growth of the alternative energy industry in Michigan. Press Release.

The Plan contains two appendices. Appendix I contains the Staff policy recommendations and Appendix II contains the resource assessments for each workgroup. The Report can also be downloaded on workgroup webpages by topic specific to that workgroup. (For example, energy efficiency resource assessment and energy efficiency policy recommendations can be separately downloaded from the Energy Efficiency Workgroup webpage.)

CNF Update
The Capacity Need Forum (CNF) Update Workgroup will concentrate on the data, assumptions, and modeling used in the recently completed Capacity Need Forum process, in order to identify what additional information is required to best model Michigan's electric power future. Assignments for this workgroup include reviewing/updating: the forecast of Michigan electricity demand, the assumptions used to screen various technologies for modeling, load duration curves, recent transmission studies and central station power plant options, including integrated gasification combined cycle (IGCC) coal-burning plants. In addition, various straw man policy proposals will be developed and presented to the entire workgroup for comment and consideration.
Teams of the CNF Update Workgroup have been identified as: Demand Team; Transmission Options Team; and Baseload Options Team.

Energy Efficiency
The Energy Efficiency & Load Management Workgroup will be responsible for making a more detailed benefit versus cost assessment of the potential for traditional utility programs and non utility programs. Examples of utility programs include efficiency programs (lighting and air conditioning) and demand response programs (interruptible load, time of use pricing, demand subscription). Non-utility programs would include recommendations for building code and appliance standards. Teams of the Energy Efficiency Workgroup have been identified as: Energy Efficiency Programs Team (merged Utility and Non-Utility Programs); and Demand Response Team (merged Active Demand Response and Price Response). The Alternate Energy Technologies Workgroup will update the Capacity Need Forum (CNF) data where needed. Other focus areas will be an assessment of costs and schedules for existing alternative technologies such as: cogeneration, fuel cells, distributed generation, smart grid and smart metering applications. In addition, emerging technologies will be identified and assessed.
Teams of the Alternative Technology Workgroup have been identified as: Emerging Tech Team; SmartPowerGrid Team; Combined Heat and Power (CHP) Team; and Policy Team (merged with Renewable Workgroup's Legislative, Regulatory and Policy Team)

The Renewable Energy Workgroup will concentrate on reviewing and updating data and assumptions used in the recently completed Capacity Need Forum (CNF) process. Where possible, this workgroup will provide the best available information on the potential and expected costs for Michigan renewable energy production and use. Important renewable energy policy issues will be identified, and recommendations for addressing them will be suggested. One project already identified for this committee is to calculate the expected annual average capacity value and on-peak capacity contribution of wind generation in Michigan. This workgroup expects to work closely with the MPSC's ongoing Michigan Renewable Energy Program (MREP)
Teams of the Renewable Technology Workgroup have been identified as: Resource and Technology Team; and the Policy Team (merged with Legislative Team and Alt Tech Workgroup's Regulatory and Policy Team).
