Reconnect Transparency and Reporting
Michigan Reconnect is the largest effort in state history to help adults earn a skill certificate or college degree at no or low cost.
Michigan Reconnect is administered by the MiLEAP Office of Higher Education, and we are committed sharing clear, accessible data and reports to support data driven decision making and provide up-to-date information about the impact of Michigan Reconnect.
This reporting is part of our broader commitment to data transparency in our management of state-funded scholarship programs to ensure equitable access to educational pathways to success for all our students regardless of age, income, race/ethnicity, or where they live. Eligible Institutions
To participate in Michigan Reconnect, institutions must (as required by PA 84 of 2020) be an accredited community or tribal college in this state, and:
- Comply with applicable restraints on fee and tuition rate increases, as verified annually by the State Budget Office.
- Demonstrate the adoption of best practices for student success and summarize progress in an annual compliance report. This includes particular stipulations regarding the provision of corequisite courses for gateway math and English.
- Demonstrate satisfactory growth in credential completion rates, beginning with the four-year success rate of their first Reconnect cohort. This target will first be calculated in Spring 2026 using data reported for the cohort that began participating in Reconnect in the 2021-2022 Academic Year.

Institution Statuses and Reports
For academic year 2024-2025, 30 of the 31 community and tribal colleges in Michigan are eligible to receive full payments through Michigan Reconnect. One college has opted out of participation.
This report was updated in Spring of 2025. The next update, which will include the 2025 Annual Compliance Reports, is anticipated in Fall of 2025. Data are shared with colleges prior to public reporting. Through the below table, users can download additional information regarding each participating college: (1) the most recently submitted Reconnect Annual Compliance Report, and (2) a letter to each college from the Center for Educational Performance and Information with the current (incomplete) success metrics for their Reconnect cohorts, which will allow them to evaluate whether they are on-track to meet the credential completion rate growth that is required.
Other Data and Reports
The Reconnect Data Dashboard is updated quarterly and shares statewide and institutional data about applications, enrollment, and program completion. In addition, OHE frequently produces reports on elements of its programs to provide increased transparency and inform the field.
