MINUTES

  1. Call to Order
    1. Chairman, Kevin Smith called the meeting to order at 1:24 pm.
  2. Roll Call
    1. Let the record show that a quorum was present.
  3. Approval of proposed Minutes from the FRC’s November 17, 2025, School District Monthly Meeting
    1. Motion made by Commissioner Stoudemire and supported by Commissioner Rose to approve the draft minutes of the Commission’s November 17, 2025, School District Meeting. The Commission approved the minutes of the November 17, 2025, meeting as presented.
  4. Executive Director’s Report
    1. Patrick Dostine, Executive Director, informed the meeting that in reviewing the Community District’s monthly reports, ending October 31, 2025, the Community District continues to pay its debt obligations, remains in compliance, and there is no reason to consider rescinding the waiver at this time.
    2. Mr. Dostine also noted that throughout the fifth waiver year, DPSCD and the DPS have been diligent in providing the Commission with timely submissions of information and monthly, quarterly, and annual reports as required in Resolution 2020-23 for DPSCD and Resolution 2020-6 for DPS.
    3. Based upon a review of the DPSCD’s and DPS’ financial information, submitted reports, additional information presented during the finance and contracts subcommittee meetings, and the district’s comprehensive presentation to the FRC on November 17, 2025, there is no indication that any of the circumstances requiring rescission under section 8(3) of the Act of the waiver granted to DPSCD or DPS have occurred. Also, based on the above-mentioned information, there is not a substantial likelihood that any circumstance requiring rescission under section 8(3) of the Act of the waiver granted to DPSCD or DPS will imminently occur. Therefore, he recommended that the Commission acknowledge that the waivers continue in effect by adopting Resolution 2025-2.

    1. Resolution recognizing continuing waivers for the School District of the City of Detroit (DPS) and the Detroit Public Schools Community District per MCL 141.1638 (FRC Resolution 2025-2)
    2. Motion made by commissioner Blaskiewicz and supported by commissioner Berry to recognize continuing waivers for the school district of the City of Detroit (DPS) and the Detroit Public Schools Community District (FRC Resolution 2025-2) as presented. Motion moved and       supported. The Commission approved Resolution 2025-2 as presented.
  7. School District Monthly Financial Report for DPS and DPSCD – FYI Only
    1. Peter McGreevy gave an overview of above-mentioned financial reports an addressed questions from the commissioners.

  9. Next Meeting Date
    1. School District Regular Meeting: Monday, January 26, 2026, following the City Meeting, beginning no earlier than 1:05 pm, using Microsoft Teams.
  10. Adjournment
    1. Motion made by Commissioner Vaughn and supported by Commissioner Blaskiewicz to adjourn. The Commission approved the motion to adjourn.
    2. There being no further business, the meeting adjourned at 1:49 p.m.
