Meeting Minutes

  1. Call to Order
    1. Chairman, Kevin A. Smith called the meeting to order at 1:21 p.m.
  2. Roll Call
  3. Approval of Proposed Minutes from the September 29, 2025, Meeting
    1. Motion made by commissioner Rose and seconded by commissioner Berry to approve the draft minutes of the commission’s school district meeting as presented. Motion moved and supported; the commission approved the minutes of the above-mentioned school district meeting as presented.
  4. Executive Director’s Report
    1. The meeting was informed that DPS and DPSCD remain in good standing with the financial review commission. After reviewing the district’s monthly financial report through August 31, 2025, both DPS and DPSCD remain in full compliance with all statue related to their waivers.
    2. Mr. Dostine informed the meeting that:  A new member joined the school board. Ms. Bessie Harris was sworn-in at the Oct school board mtg; Ms. Harris replaced Ms. Sherry Gay-Dagnogo. Ms. Gay-Dagnogo was selected as the city of Detroit’s new ombudsman.  The FRC school-finance committee convened last Friday to discuss with CFO Vidito and some of his team the district’s finances and operations.  The hour-long meeting pulled out a lot of good information. He further stated that he was working on a summary report of the meeting that will be in commissioners’ packets for the November 17 FRC meeting.  At the November 17 meeting, the CFO will make a presentation to the commission, which will cover the finances and operations of the district over the last year, and he will talk about what’s ahead and will be available for questions.  At the December 15 FRC meeting, the financial review commission for the schools will take up for consideration a resolution that extends the districts’ waivers for another year.
  5. DPS/DPSCD Financial Reports for August 31, 2025 – FYI Only
    1. CFO, Jeremy Vidito gave an overview of above-mentioned financial reports and addressed questions from the commissioners.

    1. Motion made by commissioner Barnwell and supported by commissioner Stoudemire to adjourn. The commission approved the motion to adjourn.
    2. There being no further business, the meeting adjourned at 1:39 p.m.
