Meeting Minutes

  1. Call to Order
    1. Cary Vaughn called the meeting to order at 10:07 a.m.

  3. Review of Prior Meeting Minutes
    1. The April 10, 2025, draft meeting minutes were sent out to the members for review. Committee approved minutes and they have been posted to the web.

  5. New Business
    1. Uniform Chart of Accounts
      1. Yongping McDonnell gave a quick update regarding the plan to issue the final draft exposure version by the end of October.
    2. Numbered Letter 2025 Batch
      1. Yongping McDonnell shared that Treasury is preparing the final version and plan to issue them in October. This is the 4th batch to be updated (4 years in a row). The MCGAA statements are being folded into the numbered letters. Cary Vaughn gave a refreshment on the history of this project.
    3. Road Manual
      1. Yongping McDonnell reported that Treasury is going over the internal review for the updates on federal aid and newer standards. As the changes are made, we will run them by the committee. Yongping asked if Bill has any updates. Bill Tucker doesn’t have any updates for the committee. We are making the road manual compliant with GAAP.
    4. Update with New System (Elite 3.0, Dashboard, Our Website, etc.)
      1. Cary Vaughn reported that we are in the process with the RFP with private vendor bids to upgrade Elites. We are waiting to hear if it’s budgeted to continue in 2026. We will start testing in 2026 and the hope is by February 2027 we will be able to launch the new system. External testing will be done. Rana Emmons, Michelle Watterworth and Bill Tucker volunteered to help.
    5. ADA Compliance
      1. Cary Vaughn reported to the committee that Treasury is trying to get clarification on what must be compliant, etc. There is a discrepancy on what must be made compliant with the older documents and things uploaded from a 3rd party. Cary may reach out to the AG’s office to get a legal opinion and clarification. Our understanding is that April 2026 is the deadline for becoming totally compliant for the state.
    6. Proposal for Local Government Workforce Development Pilot
      1. Cary Vaughn reported that a taskforce has been created that includes some of the local government associations and MICPA to try to figure out a way to mitigate and populate those positions. We are going to have a pilot in the U.P. to start. There are two bills in the legislature: HB 4502 states that it would reduce the requirement to 60 semester hours and permit an associates degree in account and HB 4893 that proposes to lower the 150-semester hour requirement to 120 hours starting January 1, 2027 are all that is needed to sit for the CPA exam.

      1. Cary Vaughn announced to the committee that the Bureau of Local Government and School Services now has a Bureau Director, Larry Steckelberg. He also made the committee aware of the next Chart Chat will be on December 11, 2025. We will talk about ADA compliance and introduce some of the folks from the Local Audit and Finance Division. The next scheduled Fiscally Ready Communities webinars will be held on October 20, 2025 and December 4, 2025 for grants management.

      1. Audit Manual
      2. Transit Manual – Bill Tucker and a colleague of his are willing to be on the committee to help with the transit manual along with 2 auditors and 2 transit people.
