Tribal State Agreements in Michigan

A Tribal Marijuana Business (TMB) is defined under the Michigan Regulation and Taxation of Marijuana (MRTMA) and formed pursuant to and in accordance with agreements under the MRTMA which are between a tribe, the Cannabis Regulatory Agency (CRA), and the Department of Treasury. 

A TMB is regulated by a tribe; a TMB is not licensed by the CRA. TMBs are required to operate in full compliance with the tribe’s laws, rules, and regulations. Tribes will be responsible for ensuring that each TMB complies with applicable tribal laws, rules, and regulations and terms of the agreement. A tribe and the CRA will work cooperatively to ensure that all marijuana sold in Michigan’s regulated market has passed all state-required testing.

Each TMB will have an identification number in the statewide monitoring system and interact with CRA-licensed marijuana businesses in much of the same way as CRA-licensed businesses.

State-licensed adult-use marijuana businesses may purchase from and/or sell regulated marijuana and marijuana products to a TMB. State-licensed adult-use marijuana businesses must comply with the rules and regulations that apply to transactions as they do between state licensees, which includes but is not limited to, entering all transactions into the statewide monitoring system.
