Reinstatement of a Surplus Lines Individual Producer License

DIFS Insurance Licensing staff will conduct background checks and review responses to the background questions.

Note:  All resident and non-resident surplus lines applicants must hold an active property and casualty license as a prerequisite to submitting an application for a surplus lines license.

Resident Surplus Lines Producer

A resident surplus lines producer may become inactive for non-payment of the annual renewal fee by March 31, continuing education (CE) credits not completed for the prerequisite property and casualty license, or the surrender of their license.

  • Non-payment of the annual renewal fee by March 31 or the surrender of their surplus lines license:
    • If the license has been inactive less than 12 months
      • The prerequisite property and casualty license will remain active if all requirements for that license are met.
      • An Electronic Resident Licensing (ERL) application must be submitted through the National Insurance Producer Registry (NIPR) website.
      • An examination is not required if the applicant is requesting the same authority previously held.
    • If the license has been inactive more than 12 months, the process is the same as applying for initial licensure as found on the web page How to Become Licensed as a Resident Surplus Lines Producer.
       
  • Continuing education (CE) credits not completed prior to the CE review date for the prerequisite property and casualty license:
    • If the property and casualty license has been inactive less than 90 days
      • The surplus lines license will become inactive.  If the producer is the only affiliate of an agency, the surplus lines agency license will also become inactive.
      • The producer must complete all required CE coursework for the property and casualty license, and credits must reported to DIFS by the CE provider.  When credits are reported, the producer’s property and casualty license will automatically be reinstated to active status.
      • The producer must submit an Electronic Resident Licensing (ERL) application through the National Insurance Producer Registry (NIPR) website to request a surplus lines license after the property and casualty license becomes active.
    • If the property and casualty license has been inactive more than 90 days but less than 12 months
      • The surplus lines license will remain inactive.  If the producer is the only affiliate of an agency, the surplus lines agency license will also remain inactive.
      • The producer must complete all required CE coursework for the property and casualty license, and credits must reported to DIFS by the CE provider.
      • The producer’s property and casualty license as well as the surplus lines license will remain inactive.  Although an examination is not required, an Electronic Resident Licensing (ERL) application must be submitted through the National Insurance Producer Registry (NIPR) website for the property and casualty license.  
      • After the property and casualty license becomes active, an Electronic Resident Licensing (ERL) application must be submitted through the National Insurance Producer Registry (NIPR) website for the surplus lines license.
      • The agency must also submit an Electronic Resident Licensing (ERL) application through the National Insurance Producer Registry (NIPR) website.
    • If the license has been inactive more than 12 months, the process is the same as applying for initial licensure as found on the web page How to Become Licensed as a Resident Surplus Lines Producer.

Non-Resident Surplus Lines Producer

A non-resident surplus lines producer may become inactive for non-payment of the annual renewal fee by March 31, suspension for compliance, or the surrender of their license.

  • If the license has been inactive less than 12 months
    • The applicant is not required to take an examination or provide proof of successful completion of an examination if requesting the same authority previously held.
    • If the producer is the only affiliate of an agency, the surplus lines agency license will also become inactive.
    • An Electronic Non-Resident Licensing (NRL) application must be submitted through the National Insurance Producer Registry (NIPR) website.  Please be aware that non-resident applicants must hold an active non-resident license in the state in which their principle place of residence or business is maintained for all lines of authority requested in Michigan.
  • If the license has been inactive more than 12 months, the process is the same as applying for initial licensure as found on the web page How to Become Licensed as a Non-Resident Surplus Lines Producer.
