Do institutions use their published Cost of Attendance (COA) or the student’s individual COA?
The student's Michigan Achievement Awards must fit within their COA each semester. For the calculation of the Michigan Achievement Scholarship Minimum Award, a student’s individual COA can be considered.
Michigan Achievement Scholarship Last-dollar Award must be applied towards tuition, contact hours, mandatory fees, and other costs up to the student’s cost of attendance.
All parts of the Michigan Achievement Scholarship must remain within the student's individual COA.

If a student's Federal Pell Grant is reduced, due to withdraws (for example a Return of Title IV Funds) but the student is still charged for those classes, can institutions recalculate the Michigan Achievement Scholarship Last-dollar award to see if the student now qualifies?Yes, an institution can perform a recalculation of the Last-dollar award if other gift aid has been adjusted.

Can institutional aid be reduced for students who receive either the Community College Guarantee or Michigan Achievement Scholarship at Four-Year Public and Private Institutions?No, please refer to the Michigan Achievement Scholarship Packaging Guidance to review the order of packaging for students with multiple awards.Also, it is the intent of the legislature that an eligible institution will not make reductive changes to scholarship or financial aid programs offered by that eligible institution that have the goal or net effect of shifting the cost burden of those programs to the program described in this section.

Does the Michigan Achievement Scholarship cover costs for international travel?
The Community College Guarantee Last-dollar Award will only cover costs up to the In-district Tuition, Contact Hours, and Mandatory Fees.
The Michigan Achievement Bonus and Michigan Achievement Scholarship at 4-Year Institutions may cover expenses included within the student's Cost of Attendance.

For the Michigan Achievement Bonus, can those dollars be applied towards institutional charges, or must they be disbursed to the student?The Michigan Achievement Bonus is an award that can be applied towards the student's Cost of Attendance and may go towards the charges applied to the student's institutional account.

How are Promise Zones impacted?
If Promise Zones are restricted to tuition and fees, the Promise Zone must be applied before the Community College Guarantee Last-dollar Award.
If Promise Zones are not restricted to tuition and fees, the Community College Guarantee Last-dollar Award may be applied before non-restricted aid; however, the combined awards may not exceed the student’s COA.

If an institution has block pricing or different tuition rates based on program/grade level/residency, how does an institution determine which tuition rate to use for Michigan Achievement Scholarship Community College Guarantee?Michigan Achievement Scholarship Community College Guarantee must be applied towards a student’s actual tuition, contact hours and mandatory fees at the in-district rate.
