TIP Phase I
Tuition Incentive Program (TIP) - Phase I
Program Limits
Students must be enrolled in a certificate or associate degree program. Students must begin using TIP by enrolling at a participating college within four years of high school graduation. Eligibility ends ten years after first payment.
TIP benefits cannot exceed 80 semester or 120 terms credits. Phase I remaining credits may be used towards a second certificate or associate degree provided the student has not initiated Phase II benefits.
Contact hours and tiered tuition rates are not covered by TIP. TIP will only cover classes within a student’s program of study.
Future awards are subject to available and approved funding.
Participating Institutions
Michigan public degree-granting community college, public university; or Michigan private or independent, degree-granting non-profit institution. Institution must offer a minimum one-year certificate program or associate degree programs. Find a participating institution.
Not all colleges and universities offer associate degree programs. If the college or university does not offer such programs, students will not receive TIP assistance until they reach 56 credit hours and begin using Phase II. Students must be enrolled in a certificate or associate degree program. TIP will only cover classes within a student's program of study.
Award Amount
Phase I covers the cost of tuition at the standard in-district rate at participating Michigan community colleges. For persons not residing in a community college district, the out-of-district rate may be authorized.
Tuition at the lower-level resident rate is covered at participating Michigan public universities. Note: Students are not eligible for TIP Phase I reimbursement if enrolled in a bachelor’s degree program.
The amount that can be received at participating Michigan private or independent, degree-granting, non-profit institutions, federal tribally-controlled colleges per credit hour is the average community college tuition rate ($131 for 2024-25). Mandatory fees cannot exceed $450 per semester or term.
Mandatory fees must be fees specified in the institution’s course catalog as a condition of enrollment and/or required for the student’s completion of an eligible certificate or degree (such as online fees and lab fees required for course enrollment).
