On-Bill Financing Implementation/Rulemaking

Public Act 342, Part 7, Sec. 201-209 describes a framework for designing a residential on-bill financing (OBF) program and invites rate-regulated providers to file an OBF plan proposal for Commission approval.  The provider may propose for MPSC approval an alternate program.

In addition, Sec. 211 requires the MPSC to promulgate rules to implement OBF programs by April 20, 2018.

On April 24, 2017, the MPSC and MAE initiated an informal stakeholder meeting for the purposes of receiving input/feedback for OBF program goals. More information below.
