Smart Grid Collaborative

On April 24, 2007, the Michigan Public Service Commission issued an Order in Case No.U-15278 directing the MPSC staff to convene a collaborative process to monitor national power grid infrastructure developments.

The Commission required all regulated electric distribution companies to participate in the collaborative process and invited participation from transmission providers and other electric industry stakeholders.

Smart grid developments include emerging technologies designed to improve the efficiency, reliability and security of the electric grid. A smart grid conceptually features developments such as Advanced Metering Infrastructure (AMI); monitors and sensors throughout to help control power flows; self-monitoring; automated restoration when disruptions occur; and price information provided to customers.

The Collaborative met periodically to obtain additional information on Smart Grid technologies. In January 2011, the Smart Grid Collaborative actively assembled to explore Smart Grid issues as they pertain to customers, utilities and the future of the Michigan electric grid. The structure of the Collaborative included five working groups made up of utility representatives, Commission staff and other stakeholders. The five Collaborative working groups were Codes & Standards, Customer Programs and Communications, Distribution and Grid Applications, Generation and Transmission, and Regulatory Policy. Quarterly general forum meetings were held for all interested parties where technology representatives presented information addressing Smart Grid infrastructure developments.

On January 31, 2012, the Smart Grid Collaborative released the Report of the Smart Grid Collaborative, which was the subject of Docket No.U-15278. The Commission thanks and commends the members of the Smart Grid Collaborative for their efforts.

(Please note that the Report of the Smart Grid Collaborative does not prejudge any of the issues currently pending in Case No. U-17000, which is an investigation into the deployment of smart meters by regulated electric utilities in Michigan.)
