Data Accessibility Stakeholder Forum

The Commission approved changes to Consumer Standards and Billing Practices for Electric Service addressing customer data privacy and data accessibility (R 460.153 Customer access to consumption data and confidentiality). In the Commission docket U-18485, regulated utilities were directed to file data privacy tariffs that included information about customer data accessibility. The intent was to have utilities clarify how they handle customer data privacy, while at the same time allowing for data accessibility for activities such as energy waste reduction and renewable energy options.
As of December 2018, all regulated utilities filed their data privacy tariffs. On January 18, 2019, the Commission approved the final utility filed data privacy tariff.
The Commission also directed staff to conduct a stakeholder forum to develop more refined, clear, and consistent language addressing customer data accessibility as utilities comply with the billing rules. More particularly, R 460.153 (2) (g) requires utilities to “provide clear instructions regarding the method by which a customer and a third party, authorized by the customer, may obtain customer usage data in a timely manner and a readily accessible format from the utility.”
The stakeholder forum to discuss customer and customer authorized third party data accessibility has been set for Tuesday, March 5, 9:00 am to 12:00 pm at the Michigan Public Service Commission’s Lake Superior Room.
After the stakeholder forum is conducted, staff will provide the Commissioners with a report by April 15, 2019 summarizing the stakeholder discussion and possible recommendations going forward.
