MPSC Statewide Energy Assessment (SEA)

Michigan experienced historically extreme cold weather from January 29, 2019 to February 1, 2019 due to a polar vortex. During this time, Consumers Energy asked natural gas customers to reduce usage and lower thermostats after a fire at its largest natural gas storage facility. In addition, both Consumers Energy and DTE Electric were called upon to ask their electric customers to curtail electricity usage to respond to regional constraints in electricity production across the Midwest. These events prompted the Governor to send a letter requesting the MPSC to undertake a statewide review of the supply, engineering, and deliverability of natural gas, electricity, and propane systems, as well as contingency planning related to those systems.

On February 7, 2019, the MPSC issued an order in case number U-20464 to implement the Governor’s request. The initial report was filed in the docket on July 1, 2019. Following examination of the initial report and consideration of comments, the Commission issued a final Assessment on September 11, 2019. 

The final Assessment provides 37 MPSC jurisdictional and 15 non-jurisdictional recommendations for improving the safety and reliability of Michigan’s energy infrastructure.  In recognition of some key recommendations with potential for the most impactful improvements, the Commission provided direction for additional expectations in several existing dockets and also opened several new dockets to initiate action. These Assessment related dockets include:

Existing Dockets

  • U-20464 – Directs natural gas utilities to file demand response tariffs in future rate case filings.
  • U-20147 – Directs Staff to study the value of resilience and file report by 4/1/2020 and updates filing date for next round of electric distribution plans to 6/30/21.
  • U-20536 et al – Directs natural gas utilities to provide additional peak-day/worst-case scenario planning in their gas cost recovery plan filings in December 2019.

New Dockets

  • U-20628 – Directs Staff & stakeholders to provide recommendations for improving participation in demand response events and file report by 7/31/2020.
  • U-20629 – Directs Staff & stakeholders to review and recommend updates to the current Service Quality and Reliability Standards for Electric Distribution Systems with final report by 9/1/2020.
  • U-20630 – Directs Staff & stakeholders to review and recommend updates to the current Technical Standards for Electric Service with final report by 9/1/2020.
  • U-20631 – Directs Staff & stakeholders to discuss development of mutual aid agreements for natural gas distribution utilities with report filed by 3/31/2020 and the development of natural gas transmission contingency planning with report filed by 3/31/2021.
  • U-20632 – Directs Staff & stakeholders to make recommendations for updates to natural gas curtailment procedures if needed with report due by 6/30/2020.
