Electric Utility Supply Reliability Plans of Near and Longer-Term Electric Generation Capacity
2019 - The Michigan Public Service Commission (MPSC) issued an order in Case No. U-20154 directing all investor-owned utilities to submit their capacity demonstrations by December 3, 2018. The order also directed the alternative electric suppliers, municipal utilities, and electric cooperatives to submit their capacity demonstrations by February 11, 2019. The 2019 capacity demonstration is a continuation of the prior years’ four-year demonstration period and focused on planning year 2022. Staff issued a report to the docket upon completion of the capacity demonstration review.
2018 - The MPSC issued an order in Case No. U-18197 establishing a capacity demonstration process pursuant to Section 6w of Public Act 341 of 2016. This provision requires all Michigan electric providers – investor-owned utilities, alternative electric suppliers, municipal utilities, and electric cooperatives – to annually demonstrate to the MPSC that they have owned or contracted resources adequate to serve customer needs four years out.
The MPSC also issued an order in Case No. U-18441 directing the investor-owned utilities to submit their capacity demonstrations for planning years 2018 through 2021 to that same docket by December 1, 2017. The order also directed the alternative electric suppliers, municipal utilities, and electric cooperatives to submit their capacity demonstrations by February 9, 2018.
2017 - The MPSC issued an order in Case No. U-18197 directing all Michigan-regulated electric utilities (and requesting alternative electric suppliers) to file an assessment of the utility’s ability to meet its customers’ expected electric requirements for the 2017 through 2021 timeframe. The Commission also directed Staff to file a report on its review of the data submitted by the electric utilities.
2016 - The MPSC issued an order in Case No. U-17992 directing all Michigan-regulated electric utilities (and requesting alternative electric suppliers) to file an assessment of the utility’s ability to meet its customers’ expected electric requirements for the 2016 through 2020 timeframe. The Commission also directed Staff to file a report on its review of the data submitted by the electric utilities.
2015 - The MPSC issued an order in Case No. U-17751 directing all Michigan-regulated electric utilities, including member-regulated cooperatives (and requesting alternative electric suppliers), to file an assessment of the utility’s ability to meet its customers’ expected electric requirements for the 2015 through 2019 timeframe. The Commission also directed Staff to provide pertinent information to the docket regarding unique circumstances or other risks which may adversely and disproportionately impact residents and businesses in the state.
2014 - The MPSC issued an order in Case No. U-17523 requiring all regulated electric utilities and alternative electric suppliers, including utilities' affiliates, Wolverine Power Supply Cooperative, Inc., and Wabash Valley Power Association to file an assessment of the utility’s ability to meet customers’ expected electric requirements for the 2014 through 2016 timeframe.
2000 - 2013 - During the years 2000 through 2013, the MPSC ordered electric utilities to submit one-year assessments reflecting the electric needs of the utility’s customers and whether or not those needs would be met.

Deficiency Case – In the summer of 2004, the MPSC found the Detroit Edison Company’s summer capacity plan to be deficient and reflected less than thorough planning, falling short of the Commission’s expectations. Subsequently, the Commission granted limited authority to the Company to purchase electric energy capacity from two of its affiliates during that summer. This circumstance was discussed in two different cases – one case for the deficiency finding (Case No. U-14109) and one case for the authorization of purchasing electric energy capacity (Case No. U-14138).
