After a school district passes a qualified bond election, it may issue bonds “qualified” by the State Treasurer. Some districts opt to issue these “building and site” bonds in series. Eighty school districts issued qualified building and site bonds in 2025.Twenty-three school districts took advantage of the opportunity to refund outstanding qualified bonds or loans for new debt at more favorable interest rates in 2025.
By refunding outstanding qualified bonds school districts realized a total net present value savings of approximately $16.8 million. Approximately $2.2 billion in qualified bonds were issued in 2025. See Appendix B for a complete listing.
