- The meeting was called to order at 1:01pm.
- Changes or Additions to the Agenda. A request to change the order of the two items in Old Business was approved by consensus.

- Consent Agenda
- J. Gorney made a motion to approve the items on the consent agenda and K. Mondora seconded the motion.
- The motion was approved by all members present.
- Update on Investment Strategy – Discussion
- D. Jennett provided an overview of the research and data analysis that E. Costa has tested recently. He reviewed data from the last 5 years and focused on maintaining 5’s and 6’s, and forecasted reconstruction on only 1’s and 2’s. He also divided it up between the Trunkline system and the Local system. For the Trunkline system, by modifying the road investment strategy, the G/F% percentage would increase from 53% to 61% after 10 years.
- For the Local system, by modifying the road investment strategy, the G/F% would increase from 55% to 70% after 10 years. He noted that this was a rushed analysis using the assumption that there would be no reconstruction on 3’s and 4’s. The actual results from city to city may differ. The council’s consensus was that this strategy is a great start to a basic model that can be modified to consider other things like traffic volumes, freeze/thaw cycles, and the consideration of PASER ratings changing from a 7 to a 9, for example. E. Costa looked at the distribution of PASER values and used the assumption that heavy rehab would be used to “Save the 5’s”.
- Discussion continued about additional analyses, and creating a pilot program. The TAMC doesn’t want to tie the strategy to a dollar amount, but instead, encourage investment by percentages of dollars. The “Worst First” approach didn’t work, but the “Mix of Fixes” currently in use is a more efficient use of funds. K. Jones stated that different agencies are under different pressures, but the modified investment strategy would be a valuable tool for an agency completing their 3-year asset management plan. Local agencies want to show a correlation between how much funding they have, and the quality of road improvements (cost effectiveness). Discussion continued regarding the possibility of inserting a model into the IRT based on county Roadsoft data.
- IRT TAMP Self-Assessment – Discussion
- S. Plumer provided an overview of the IRT Self-assessment form and incorporating form modifications that allow local agencies to report their goals directly. E. Mullen made a motion to approve the revised self-assessment form; M. Worden seconded the motion.
- The motion was approved by all members present.
- CSS FY 2026 Budget and Work Plan
- The council reviewed the draft CSS FY 2026 Work Plan. Chairperson Buck asked if there were any concerns about limited staff ability, and the answer was no. A. Green made a motion to approve the CSS FY 2026 Budget and Work Plan as presented, and J. Tubbs seconded the motion.
- The motion was approved by all members present.
- November/December TAMC Meeting Schedule
- J. Tubbs made the motion to cancel the October and December 2025 TAMC meetings, moving the November 2025 meeting to the afternoon of November 20, 2025, in Dimondale after the Joint MIC/TAMC/WAMC meeting. E. Mullen seconded the motion.

- Committee Updates
- ACE Committee
- The annual timeline has been completed
- Data Committee
- Nothing additional to report.
- Bridge Committee
- The Committee met last week with SEMCOG. There was a lot of discussion about culverts and what kind of data to collect. The Committee also spent time working on strategic work plan goals. Discussion continued regarding whether MDOT had any results regarding the TAMC initiative that provided funding for some agencies to collect more culvert data. B. Sharlow indicated they did not have any results yet, but they should have something soon.
- ACE Committee
- MIC Update
- MIC is working with SEMCOG to create a regional data portal. S. Plumer is working with their technical advisory teams. Eventually, they will provide a presentation for the TAMC.
- 2026 Integrated Infrastructure Conference (IIC) Planning Committee
- C. Warren provided an update. An event planning team for the conference has been created. All the lodging rooms are locked down for next year. Logos and branding are complete. MIC’s AM Champions program has started.
- Support Services
- B. Sharlow indicated that there is $75,000 in unallocated funds and would like the TAMC to make recommendations for how much to allocate for a work project, or for other purposes. Assuming we receive the money, we will need an action item soon. C. Warren has been working on contracts with RPAs and MPOs.
- B. Sharlow attended the national conference in Chicago and attended a workshop about data digitalization. One of the points the workshop stressed was to make sure any data that you publish in a document is clear about the message it is supporting. The conference also had a workshop regarding the use of A.I. in asset management. The financial implications of resiliency were also a major focus of the conference.

- K. Jones requested an update about TAMP submittals and whether we are making progress getting TAMPs submitted. B. Sharlow indicated that the cities of Flint and Pontiac are working with consultants to get them completed. Progress submitting their TAMPs is being made with Alcona, Alpena, Crawford, Manistee, and Kalkaska counties after the delays from the ice storm earlier this year.
