Integrated Resource Plan Filing Requirements/Schedule

2016 PA 341 Sec. 6t(3) requires the Commission to issue an order establishing filing requirements, including application forms and instructions, and filing deadlines for an integrated resource plan (IRP) filed by an electric utility whose rates are regulated by the Commission. Sec. 6t(4) provides that the Commission may issue an order implementing separate filing requirements, review criteria and approval standards for electric utilities with fewer than 1,000,000 customers. In 2017, the MPSC staff sought stakeholder input on the integrated resource plan filing requirements as part of the larger effort to gather input on IRP requirements for the state of Michigan as identified below.

On October 11, 2017, the MPSC issued an order in U-18461 requesting comments on draft IRP filing requirements and on draft alternative proposal filing requirements applicable in both IRP cases and certificate of necessity cases. Comments and reply comments were filed in Case No. U-18461. On December 20, 2017, the MPSC issued an order approving the IRP and alternative proposal filing requirements, as well as deadlines for Michigan utilities to file IRPs pursuant to PA 341 Sec. 6t. The expected current filing deadlines approved by the MPSC are as follows:
