Tom Howell

Executive Director

Thomas Howell has served as CEPI's director since 2009. He has also held various leadership roles with CEPI since it was formed in 2000.

As executive director, Tom sets overall strategic goals, guiding CEPI to achieve its mission and vision. He works with many statewide partners, primarily focusing efforts with the Michigan Department of Education, community colleges and universities, early childhood providers, and workforce agencies, working to develop secure tools that make education information and related outcomes accessible for parents, educators, and policy makers. He also provides leadership on state enterprise data governance activities and participates in national information management conversations, as Michigan is a respected leader for its sound education data systems and innovative practices.

Prior to joining CEPI, Tom served six years as a business manager and auditor with MDE, and previously held auditing positions in the private sector. Tom earned a bachelor's degree in business administration from Central Michigan University and a master's degree in public policy and planning from Western Michigan University.
