Transfer Success Project
The Michigan Legislature directed MiLEAP's Office of Higher Education (OHE) to work with institutions across the state to “facilitate the transfer of students and acceptance of credits.” Through its Transfer Success Project, MiLEAP OHE is focused on driving student-centered outcomes with evidence-based decision-making and authentic cross-sector collaboration.
The objectives of the project are to:
- Reduce complexities around transfer articulation between Michigan institutions.
- Improve transfer rates, and both associate and bachelor’s degree completion outcomes for transfer students.
- Lessen transfer students’ time-to-degree and excess credits earned above typical degree requirements.
The Transfer Success Project is just one element of the state’s ongoing work toward Michigan’s Sixty by 30 goal, which seeks to increase the number of working-age adults with a postsecondary degree or certificate to 60% by the year 2030.
Advisory Council on Transfer Success (ACTS)
The Advisory Council on Transfer Success (ACTS) is a group of 16 representatives from Michigan’s public and private colleges and universities. The council will endorse a statewide, student-centered vision for transfer success and advise the Office of Higher Education on its broader strategy.
Developing New Statewide MiTransfer Pathways
A key part of the Office of Higher Education’s Transfer Success Project is bringing together faculty from across sectors statewide to develop a new set of MiTransfer Pathways. This work is scheduled to begin in 2026.

Michigan Transfer Planning
The Michigan Legislature has previously supported efforts to improve transfer success, including funding the state's collaboratively developed transfer planning website, MiTransfer.org. The website offers a public database of transferable courses between Michigan colleges and universities, as well as opportunities to earn credit for industry credentials. It includes tools and resources to help users plan their transfer pathways, along with a secure login area that streamlines credit transfers between institutions.
