MCOLES 2026 CPE Pilot Expectations for Agencies and Licensed Law Enforcement Officers

Dear Law Enforcement Community,

In June of 2024, the Commission, in partnership with the Michigan Legislature and the Executive Office of the Governor, sought to improve training and education for the law enforcement profession and initiated a Continuing Professional Education (CPE) pilot program.  The Commission made financial disbursements to agencies based on a full-time equivalent (FTE) calculation to grant the funds and spending flexibility necessary to provide quality education and training to improve officer capability and professionalism. Calendar year 2026 marks the last year of the CPE pilot and will serve as a bridge to a permanent program. During this final year of the pilot, the Commission would like to clarify CPE expectations for agencies and licensed law enforcement officers.

The CPE pilot phase requirements include the following:

The Commission remains committed to strengthening methods of training, improving the tracking of hours, and ensuring you receive the support you need. To support these efforts, the Commission has invested in updates to the MCOLES Information and Tracking Network (MITN), enabling more accurate tracking of hours and dedicated staff oversight, to review course entries and assess individual officer CPE progress and completion.

As we look forward to the end of the pilot phase on December 31, 2026, the Commission expects every licensed officer will have complied with state law and completed the total number of CPE hours from 2024, 2025 and 2026 combined. Please reference the chart above for required training hours. Licensed officers that have completed a basic training academy or the Recognition of Prior Basic Training and Experience (RPTE) program meet the CPE requirements for the calendar year in which they completed the training.

While our primary goal is to assist you and your agency in meeting these requirements, if your agency is not in compliance with the above requirements by December 31, 2026, the Commission will be required to take appropriate action, which may include but is not limited to, invoicing your agency for the return of CPE pilot phase funds, or withholding additional CPE funds until compliance is met. The Commission is in the development process of administrative rules in support of CPE.
