This document is to be used in conjunction with the FY27 Head Start Program Performance Standards Waiver Request

MiLEAP

  • Review submitted Annual Single Audit reports.
  • Review required information pertaining to OHS monitoring reports, any identified non-compliance finding or deficiencies, and receive updates on corrective action plans through completion.
  • Verify in Great Start to Quality that all sites meet the minimum “enhancing quality” level upon waiver submission.
  • Support the ISD and partner subrecipient in developing a Shared Improvement Plan in the event a waiver is denied.
  • Include waivered subrecipients in all monitoring and audit processes.
  • Exercise authority to revoke an approved waiver due to non compliance.
  • Ensure that the ISD and partner subrecipient have a current (no more than 2 years) collaborative joint recruitment and enrollment process and policy agreement which includes the required referral of all eligible families when applicable; agreement includes signatures from all participating parties.

ISD

  • Execute a contract with the subrecipient.
  • Receive and review budgets and FERs for all awarded funding.
  • Maintain a process for MSDS entry and ensure accurate reporting.
  • Collaboratively establish a joint recruitment and enrollment process and policy with agreement and signatures from all participating parties.
  • Review MI Registry data and ensure accurate reporting.
  • Collaborate with subrecipient to support strong regional Early Childhood Systems (e.g., invite to collaborative meetings, School Readiness Advisory Committees (SRAC), data analysis meetings, and community planning activities).
  • Ensure special education supports and services outlined in the ISD GSRP Policies and Procedures align with standards applied to all subrecipient GSRP programs.
  • When applicable, refer eligible families to Head Start.

Waiver Subrecipient

  • Provide a completed copy of the FY27 Head Start Program Performance Standards Waiver Request – Site List with the submitted waiver request.
  • Notify the ISD if a site is moved to provisional license.
  • Agree to participate in, and support, the GSRP Longitudinal Evaluation.
  • Meet all MSDS reporting requirements.
  • Ensure CLASS or Classroom Coach observations are completed and ISD has access to the data.
  • Collaborate with the ISD to strengthen regional Early Childhood Systems (e.g., through meeting participation and joint planning) including Data Analysis and (SRAC) meetings.
  • Submit budgets and FERs to ISD.
  • Maintain a joint recruitment and enrollment policy with signatures from all parties.
  • Submit the most recent fiscal year annual Single Audit as described in Head Start Program Performance Standard 45 CFR 1302.102.
  • Submit a report to MiLEAP identifying any Federal Monitoring Reports (CLASS, Focus Area 1 (FA1), Focus Area 2 (FA2), and Risk Assessment Notification (RAN) completed in the last year, along with a description of all non-compliances or deficiencies identified, and the status of any corrective action plans.
  • Notify the ISD if any site becomes disqualified from CACFP.
