MiLEAP Summarily Suspends a Child Care Center License in Wayne County

DETROIT – The Michigan Department of Lifelong Education, Advancement, and Potential (MiLEAP) Child Care Licensing Bureau (CCLB) has summarily suspended and issued a notice of intent to revoke the child care center license of PBA Royal LLC, New Beginnings Child Care and Academy, located at 15340 Southfield Freeway, in Detroit.
The complaint investigations that concluded on Nov. 13, 2025, found violations of the Child Care Organizations Act and administrative rules, including but not limited to the following:
- Failure to provide appropriate care and supervision
- Failure to cooperate with the Department during an investigation
- Failure to provide accurate and truthful information to the Department during an investigation
- Licensee designees’ failure to have the administrative capability to operate a center in order to provide the services and facilities that are conducive to the welfare of children.
Effective 6 p.m., Nov. 17, 2025, the summary suspension order and notice of intent to revoke prohibits PBA Royal LLC from operating a child care center at the aforementioned address. Accordingly, PBA Royal LLC may not accept children for care after that date and time. The orders also require the licensees to inform all parents of children in its care that the license has been suspended and that it can no longer provide child care.
It was critical to take emergency action to protect the health, welfare and safety of the children at this child care center.
