Creating a MiLogin account
You must have a MiLogin for Business account to use the Employer Reporting website. This isn't a personal account.
- Go to the Employer Reporting website and select Open Account.
- On the MiLogin for Business page, select Create an Account.
- Enter your work email and pass the security check.
- Enter the code sent to your email.
- Provide your profile info and agree to the terms.
- Enter your work number and code.
- Create a user ID and a password.
If there's an error message, close the browser and log back in.
Once you are logged in, select Find Services. Search for ORS Employer Reporting website and add it to your services.
Creating a web user account
After you set up MiLogin, you must create your web user account:
- Select Open a Payroll Specialist Account on the Employer Reporting website.
- Complete the form with your user ID and work email.
- Enter your reporting unit number.
- Save the account and ask your web administrator to turn on your account.
Special accounts
Michigan Office of Retirement Services (ORS) must create the accounts for web administrators and payment processors. These roles require a paper form signed by a superintendent. Fax this form to ORS at 517-284-4416.
For payment processors, submit a completed Payment Processor Authorization (R0842C) form. For web administrators, submit a completed Web Administrator Authorization (R0687C) form.
Updating account info
Users can change their own email address or add a reporting unit number. To do this, select Update My Profile on the home page. The user email must match the one used for MiLogin. If it doesn't match, the system will lock the user out.
Forgotten user ID or password
If you forget your MiLogin user ID, select the lookup link on the login page. Enter your email to get your ID. If you forget your password, select Forgot your password? Use a mobile code to reset it.
Understanding web users
A web user is anyone at a reporting unit who completes reporting tasks. Some people are called contacts. Contacts don't have access to the Employer Reporting website or online payments.
Account types and roles
Web Administrator
Every reporting unit must have one web administrator. This person manages contact info and user accounts for their reporting unit. They also control who can see reporting unit data. They can't create their own account or payment processor accounts.
This user can:
- Use all report functions.
- Create new user accounts.
- Turn accounts on or off.
- Update account details.
- Manage business contact info.
Employer Reporting 1 – 5
This user can:
- Update their own profile and profiles for others.
- Manage different types of business contacts.
- This user cannot process online payments.
Member Inquiry 1 and 2
This user can:
- View the Member Benefit Plans screen.
- Check a member's plan and their contribution rates.
- Manage their own account profile.
- This user cannot use other reporting or payment functions.
Payment Processor 1 – 3
This user can:
- Use all payment functions.
- Send payments to ORS.
- Manage their own account profile.
- This user cannot use any reporting functions.
Information for web administrators
To turn on accounts: Select Admin Web Accounts, then find the user's name under Pending User Accounts and select yes. Select the contact type and choose Create.
To turn off accounts: Select Admin Web Accounts, then find the user's name under Active User Accounts and select yes.
To change a user’s email or contact type: Select the user id link under Active User Accounts to make changes. Users must manage their own passwords through MiLogin.
To manage business contacts: Select Work with Contacts from the menu. From there, you can add, edit, or delete contact info. To replace a contact, delete the old contact first and then add the new contact.
Web user certification
As a web user, you must report the right wages and hours for your employees every pay period. When you log in, you will be asked to certify your work. This means you officially state the work is correct.
Your agreement
When you certify, you agree to two things:
- You followed the rules in the Retirement Act.
- You followed the Reporting Instruction Manual.
Verifying accuracy
Check your work before you send a report. Compare your current report totals to your last report totals. This step makes sure your data is correct.
Understanding contacts
Contacts are staff at your reporting unit who don't have access to the Employer Reporting website or online payments. The web administrator adds these people to the system. This helps ORS reach the right staff for different needs. Your reporting unit decides which staff to add and what their role should be.
Contact types
Each reporting unit must have a superintendent or a chief administrator. This person is called Administrator 1. There are several types of contacts you can list:
- Main.
- Administrator 1, 2, and 3.
- Business Official.
- Human Resource.
- Technical 1 and 2.
- Escalation 1 and 2.
- Other 1 and 2.
The escalation contact should be someone who oversees the reporting or payment process. If possible, this person shouldn't have web reporting or payment access.
Administrator 1
Each September, ORS sends a Reporting Authorization Certification to Administrator 1. This is the superintendent or chief administrator. By signing this form, they certify that the reports sent to ORS follow all laws and policies.
The Administrator 1 is responsible for these tasks:
- Ensuring staff report accurate data to ORS.
- Ensuring staff pay all retirement contributions on time.
- Ensuring the reporting unit provides all required reports.
- Checking that all users have the right level of access.
