GSRP Flexibility Waiver Timeline

Participation in Great Start to Quality (1 year)

The program must be at Enhancing Quality level or higher by the end of the first school year. 

Program Benchmarks

  • Prior to Becoming a GSRP Partner
  • Program Director provides ISD with Flexibility waiver and supporting documentation
  • ISD reviews flexibility waiver and if approved, works with subrecipient to develop an implementation timeline
  • Within 90 Days
  • Program creates an organization profile within MiRegistry and apply for new quality level case
  • Programs start self-reflection and upload documents
  • End of First Year
  • Program submits self-reflection and quality improvement goals
  • Program meets Enhancing Quality Level

The program may not exceed the end of the first school year before reaching Enhancing Quality level or higher.

Number of Days and Hours of Programming (1 year)

Programs may have fewer than 120 days for part day and school day options, fewer than 180 days for extended program option, reduced hours per day for school day and extended programs.

Program Benchmarks

  • Program Director provides ISD with Flexibility Waiver and supporting documentation
  • Program Director provides ISD with rationale for reduction of days and/or hours
  • Program Director provide ISD with a program calendar, including start and end times
  • End of First Year
  • Program Director provides ISD with a program calendar meeting the number of days and hours requirement for the upcoming school year.

Curriculum and Assessment (2 years)

Within 90 days of contracting with GSRP, the program must identify an approved curriculum and an approved assessment tool that they plan to fully implement by the end of the waiver period.

Program Benchmarks

  • Program Director provides ISD with Flexibility Waiver and supporting documentation
  • ISD reviews flexibility waiver and if approved, works with subrecipient to develop an implementation timeline
  • Within 90 Days
  • Program selects approved GSRP curriculum & assessment tools
  • Program Director provides ISD ECC with timeline to full implementation of approved curriculum and assessment
  • Program Communication Plan - Internal (i.e. staff - training, materials, expectations)
  • End of First Year
  • Program and/or ISD purchase curriculum & assessment materials
  • Program Director provides ISD ECC with implementation progress updates
  • GSRP staff receive training on approved curriculum and assessment
  • GSRP staff receive curriculum materials
  • GSRP staff meet with ECS to determine which elements to implement and develop a coaching plan around curriculum and assessment
  • Program Communication Plan - External (i.e. families via family handbook regarding curriculum and assessment information)
  • Beginning of 2nd Year
  • GSRP staff implement identified components of the approved curriculum and assessment tools
  • End of 2nd Year
  • Program Director provides ISD ECC with implementation progress updates
  • GSRP staff implement all components of the approved curriculum and assessment tools
  • GSRP staff work with ECS to determine additional curriculum and environmental supports/materials

Developmental Screener (2 years)

Within 90 days of contracting with GSRP, the program must identify an approved screening tool they intend to implement by the end of the waiver period. The program must begin screenings of and make referrals for all GSRP children enrolled in GSRP by the end of the waiver period.

  • Program Director provides ISD with Flexibility Waiver and supporting documentation
  • ISD reviews flexibility waiver and if approved, works with subrecipient to develop an implementation timeline
  • Within 90 Days
  • Program selects approved GSRP developmental screener
  • Program Communication Plan - Internal (i.e. staff - training, materials, expectations)
  • End of First Year
  • Program and/or ISD purchase GSRP approved developmental screening materials
  • Program Director provides ISD ECC with implementation progress updates
  • GSRP staff meet with ECS to discuss referral process
  • GSRP staff receive training on approved developmental screener
  • Program Communication Plan - External (i.e. families via family handbook regarding screening and referral process)
  • Beginning of 2nd Year
  • GSRP staff use the approved developmental screener for all GSRP children
  • GSRP staff meet with ECS to review screening results and discuss strategies and referrals
  • End of 2nd Year
  • Program Director provides ISD ECC with implementation progress updates
