MiLEAP to Hold Public Hearing on Proposed Changes to Licensing Rules for Family and Group Child Care Homes

Proposed Changes to Clarify Requirements, Support Health and Safety, Reduce Barriers and Improve Consistency Across the Rule Set

LANSING, Mich.The Michigan Department of Lifelong Education, Advancement, and Potential (MiLEAP) announced today that it will hold a public hearing to receive comments on proposed changes to the Licensing Rules for Family and Group Child Care Homes. The proposed updates are designed to revise and reorganize the existing rules to better support the health, safety and education of children in home-based care settings as MiLEAP and partners across the state work to build a high-quality child care system that is accessible and affordable for all Michigan families.

“A strong child care system depends on rules that are clear, consistent, and centered on children’s well-being,” said Dr. Beverly Walker-Griffea, director of MiLEAP. “MiLEAP is focused on building a system where providers can confidently meet expectations and families can trust the care their children receive. These revisions reduce unnecessary complexity, align Michigan’s rules with federal requirements, and strengthen the safe, stable options families rely on every day.”

The proposed changes streamline the structure of existing rules, clarify key definitions for providers and families, strengthen health and safety protections.

“Home-based providers work incredibly hard to create safe, nurturing environments for young children, and they deserve rules that support that work rather than complicate it,” said Courtney Adams, director of the Child Care Licensing Bureau at MiLEAP. “The proposed rules provide clearer guidance, adjust ratios to expand infant/toddler and school-age care, and strengthen professional development expectations, all of which make it easier for providers to offer high-quality care. These changes reflect extensive feedback from the field and will help licensees better understand requirements, retain qualified staff and continue meeting the needs of Michigan families.”

The proposed rules are published on the State of Michigan's Administrative Rules website. The public hearing will be held at 1 p.m. Friday, Dec. 5, 2025, at the Michigan Library and Historical Center, 1st Floor Forum, 702 W. Kalamazoo Street, Lansing, MI 48915. Comments on these proposed rules may be made at the hearing, by mail, or by e-mailing MiLEAP-CCLB-Help@michigan.gov by 5 p.m. Dec. 12, 2025.
