At MSHDA, we’re leading the charge on tackling Michigan’s housing challenges head-on. We spark innovative, sustainable solutions that build stronger, more inclusive communities across the state. By providing financing, shaping policy, and forging powerful partnerships, we’re expanding access to housing, preserving affordability, and empowering individuals and families to thrive in the neighborhoods they choose.

First-Generation DPA

A limited-time pilot program that offers a loan up to $25,000 to first-generation homebuyers to cover down payment, closing costs, and prepaid escrows. This program is available statewide.

Housing Education

A network of HUD-certified housing counseling agencies throughout the state that provide homebuyer education, and other financial counseling services.

MI 10K DPA

A non-amortizing loan that is offered statewide to qualified homebuyers for down payments, closing costs, and other homebuying related expenses. Income, purchase price, other limits apply.

MI Home Loan

MSHDA’s mortgage product, a fixed rate loan to purchase a new or existing home, that can be paired with MI 10K DPA. Income, purchase price, other limits apply.

Equity Bridge Loan

MSHDA provides equity bridge loans to foster the production and preservation of affordable multifamily rental housing developments. These loans help enable higher tax credit pricing by delaying the tax credit investor’s equity capital contributions into the development.

Gap Financing works in conjunction with direct lending to cover financial gaps for developers with multi-family loans through MSHDA.

Housing Tax Increment Financing (TIF)

A funding tool that uses a reimbursement of increased property taxes to fill funding gaps for affordable housing developments and requires units targeted at 120% of the area median income to qualify.

Housing Trust Fund

The Housing Trust Fund (HTF) is a federal affordable housing production program that complements existing state efforts to increase the supply of affordable housing for extremely low and very low-income households, including homeless families and individuals and persons with special needs.

Low-Income Housing Tax Credit (LIHTC)

MSHDA administers the federal Low-Income Housing Tax Credit (LIHTC) program that assists in creating and preserving affordable rental housing throughout the state. LIHTC is a dynamic and powerful financing tool that leverages private equity to develop affordable housing.

Missing Middle Housing Program

The Missing Middle Housing Program is a federally-funded housing production program designed to address the general lack of attainable housing and the housing challenges underscored by the COVID-19 pandemic.

Pass-Through Bond Program

The Pass-Through Bond Program is a form of financing where the bonds issued are secured by the revenues of the borrower, the real and personal property being financed, and a form of credit enhancement acceptable to the Authority.

Tax–Exempt and Taxable Bond Lending

MSHDA offers loans from both tax-exempt and taxable bonds for both new construction and acquisition and rehabilitation of affordable or conventionally financed rental housing, mixed-use buildings or adaptive re-use.

811 Project Rental Assistance Program

The 811 Project Rental Assistance Program supports persons with disabilities to live as independently as possible. Individuals must be 18-61 years of age, extremely low-income, have a disability, and must be eligible for some type of long-term, home or community-based service.

Family Self–Sufficiency

The Family Self-Sufficiency (FSS) program is a voluntary program for Housing Choice Voucher participants who obtain and maintain employment. If the family’s household earned income goes up during their time in the program, the family can set aside money to help with financial, education or housing costs.

Housing Choice Voucher (Section 8)

The Housing Choice Voucher program provides federal rental assistance to low-income households. Program participants are required to pay at least 30% of their adjusted monthly income toward the total rent.

Emergency Solutions Grants (ESG)

The Emergency Solutions Grant program awards federal and MSHDA funding to local units of government and public and private nonprofit agencies provide rental assistance, emergency shelter services, outreach, and case management for those that are homeless or at risk of homelessness.

Key to Own

Key to Own program is a voluntary program that assists MSHDA Housing Choice Voucher participants achieve their dream of homeownership while retaining their voucher assistance.

MI Neighborhood
